Doe Funding Fossil-Based Hydrogen Prod., CCS R&D (Funding)

The U.S. DOE reports the selection of 12 projects to receive approximately $16.5 million in cost-sharing, federal funding aimed at "recalibrating the nation's vast fossil-fuel and power infrastructure for decarbonized energy and commodity production." The selected projects will develop technologies for the production, transport, storage and utilization of fossil-based hydrogen, with progress toward net-zero carbon emissions.

Fossil fuels currently provide the lowest cost pathway for producing hydrogen, according to cost data in a recent DOE Hydrogen Strategy Document. The U.S. will authorize new and advanced technologies capable of improving the performance, reliability, and flexibility of methods to produce, transport, store, and use hydrogen to enable the U.S. to extract the maximum economic value from fossil fuel energy resources. When coupled with carbon capture and storage (CCS) capabilities, low-cost hydrogen sourced from fossil energy feedstocks and processes will significantly reduce the carbon footprint of these processes and enable progress toward hydrogen production with net-zero carbon emissions.

The National Energy Technology Laboratory (NETL) will manage the projects, which fall under the following areas: Solid Oxide Electrolysis Cell (SOEC) Technology Development for Hydrogen Production; Advanced CCUS Systems from Steam Methane Reforming Plants; Advanced CCUS Systems from Autothermal Methane Reforming Plants; and Hydrogen Combustion Systems for Gas Turbines.

EC European Green Deal -- "Fit for 55" -- Proposes Massive Transformation to Meet Climate Change Ambitions (Int'l. Report)

On Wednesday the 14th, the European Commission (EC) announced the adoption of a package of proposals to make the EU's climate, energy, land use, transport and taxation policies fit for reducing net greenhouse gas emissions by at least 55 pct by 2030 (Fit for 55), compared to 1990 levels. Achieving these emission reductions in the next decade is crucial to Europe becoming the world's first climate-neutral continent by 2050 and making the European Green Deal a reality. With today's proposals, the Commission is presenting the legislative tools to deliver on the targets agreed in the European Climate Law and fundamentally transform our economy and society for a fair, green and prosperous future. The following proposals will enable the necessary acceleration of greenhouse gas emission reductions in the next decade:

  • The EU Emissions Trading System (EU ETS) puts a price on carbon and lowers the cap on emissions from certain economic sectors every year. It has successfully brought down emissions from power generation and energy-intensive industries by 42.8 pct in the past 16 years. The EC is proposing to lower the overall emission cap even further and increase its annual rate of reduction and to phase out free emission allowances for aviation and align with the global Carbon Offsetting and Reduction Scheme for International Aviation (CORSIA) and to include shipping emissions for the first time in the EU ETS.

    To complement the substantial spending on climate in the EU budget, Member States should spend the entirety of their emissions trading revenues on climate and energy-related projects. A dedicated part of the revenues from the new system for road transport and buildings should address the possible social impact on vulnerable households, micro-enterprises and transport users.

  • The Effort Sharing Regulation assigns strengthened emissions reduction targets to each Member State for buildings, road and domestic maritime transport, agriculture, waste and small industries. Recognizing the different starting points and capacities of each Member State, these targets are based on their GDP per capita, with adjustments made to take cost efficiency into account.

  • Member States also share responsibility for removing carbon from the atmosphere, so the Regulation on Land Use, Forestry and Agriculture sets an overall EU target for carbon removals by natural sinks, equivalent to 310 million tonnes of CO2 emissions by 2030. National targets will require Member States to care for and expand their carbon sinks to meet this target. By 2035, the EU should aim to reach climate neutrality in the land use, forestry and agriculture sectors, including also agricultural non-CO2 emissions, such as those from fertilizer use and livestock. The EU Forest Strategy aims to improve the quality, quantity and resilience of EU forests. It supports foresters and the forest-based bioeconomy while keeping harvesting and biomass use sustainable, preserving biodiversity, and setting out a plan to plant three billion trees across Europe by 2030.

  • Energy production and use accounts for 75 pct of EU emissions, so accelerating the transition to a greener energy system is crucial. The Renewable Energy Directive will set an increased target to produce 40 pct of our energy from renewable sources by 2030. All Member States will contribute to this goal, and specific targets are proposed for renewable energy use in transport, heating and cooling, buildings and industry. To meet both our climate and environmental goals, sustainability criteria for the use of bioenergy are strengthened and Member States must design any support schemes for bioenergy in a way that respects the cascading principle of uses for woody biomass.

  • To reduce overall energy use, cut emissions and tackle energy poverty, the Energy Efficiency Directive will set a more ambitious binding annual target for reducing energy use at EU level. It will guide how national contributions are established and almost double the annual energy saving obligation for Member States. The public sector will be required to renovate 3 pct of its buildings each year to drive the renovation wave, create jobs and bring down energy use and costs to the taxpayer.

  • A combination of measures is required to tackle rising emissions in road transport to complement emissions trading. Stronger CO2 emissions standards for cars and vans will accelerate the transition to zero-emission mobility by requiring average emissions of new cars to come down by 55 pct from 2030 and 100 pct from 2035 compared to 2021 levels. As a result, all new cars registered as of 2035 will be zero-emission. To ensure that drivers are able to charge or fuel their vehicles at a reliable network across Europe, the revised Alternative Fuels Infrastructure Regulation will require Member States to expand charging capacity in line with zero-emission car sales, and to install charging and fuelling points at regular intervals on major highways: every 60 kilometres for electric charging and every 150 kilometres for hydrogen refuelling.

  • Aviation and maritime fuels cause significant pollution and also require dedicated action to complement emissions trading. The Alternative Fuels Infrastructure Regulation requires that aircraft and ships have access to clean electricity supply in major ports and airports. The ReFuelEU Aviation Initiative will oblige fuel suppliers to blend increasing levels of sustainable aviation fuels in jet fuel taken on-board at EU airports, including synthetic low carbon fuels, known as e-fuels. Similarly, the FuelEU Maritime Initiative will stimulate the uptake of sustainable maritime fuels and zero-emission technologies by setting a maximum limit on the greenhouse gas content of energy used by ships calling at European ports.

  • The tax system for energy products must safeguard and improve the Single Market and support the green transition by setting the right incentives. A revision of the Energy Taxation Directive proposes to align the taxation of energy products with EU energy and climate policies, promoting clean technologies and removing outdated exemptions and reduced rates that currently encourage the use of fossil fuels. The new rules aim at reducing the harmful effects of energy tax competition, helping secure revenues for Member States from green taxes, which are less detrimental to growth than taxes on labour.

  • Finally, a new Carbon Border Adjustment Mechanism (Tax) will put a carbon price on imports of a targeted selection of products to ensure that ambitious climate action in Europe does not lead to 'carbon leakage.' This will ensure that European emission reductions contribute to a global emissions decline, instead of pushing carbon-intensive production outside Europe. It also aims to encourage industry outside the EU and our international partners to take steps in the same direction.

  • Old King Cole's UK Dethroning Advanced to Oct. 2024 (Int'l.)

    In London, the U.K. Department of Business, Energy and Industrial Strategy (BEIS) reports it has advanced the deadline to phase out coal from the UK's energy system by one year to 1 October 2024. From that date forward the UK will no longer use coal to generate electricity, a year earlier than planned.

    The move is in accord with government commitments to transition away from fossil fuels and decarbonise the power sector in order to eliminate contributions to climate change by 2050. The UK is similarly calling on all nations to accelerate the phase out of coal power.

    The UK has made huge progress in reducing the use of coal across the power sector, with coal accounting for only 1.8 pct of the UK's electricity mix in 2020, compared with 40 pct almost a decade ago. In 2020, the UK went 5,000 hours without coal-fired electricity and earlier this year broke a new wind power record, with just over a third of the country's energy coming from wind. The rise in the use of renewables has helped drive down the cost of green energy, with coal power now being more expensive in most countries.     Rockefeller, Ikea Announce $1Bn Renewable Energy Fund (Ind. Report)

    In Geneva, the IKEA Foundation and the Rockefeller Foundation have announced plans to launch a $1 billion fund to boost access to renewable energy in developing countries. The funding announcement was made during a series of virtual UN ministerial forums this week when 50 ministers outlined their plans to reduce emissions and ensure that all people have access to electricity and clean cooking fuels, as the world transitions away from fossil fuels, towards renewable energy.

    The commitment by the IKEA and Rockefeller Foundations is the largest single philanthropic commitment ever on this issue.

    Globally, nearly 760 million people lack access to electricity and 2.6 billion continue to cook with traditional fuels like wood that not only contribute to carbon emissions but also causes 4 million deaths each year from indoor smoke.

    Rockfeller Foundation assets total roughly $4.1 billion with annual grants of roughly $175 million.     Indian Oil Giant Commits $10Bn to Green Energy (Int'l. Report)

    Indian tycoon Mukesh Ambani, chairman, CEO and largest shareholder of Mumbai-headquartered oil refiner Reliance Industries Ltd. reports Reliance will invest 750 billion rupees ($10.1 billion) over three years in a new push away from fossil fuels to green energy.

    Of the total, 600 billion rupees will be directed to four "giga factories" to manufacture solar modules, hydrogen, fuel cells and to build a battery grid to store electricity. An additional 150 billion rupees will be invested in value chain and other partnerships.

    ePURE Member Ethanol Production Cuts GHGs 75 pct (Int'l., Report)

    ePURE, the European ethanol industry trade association, is reporting production and use of renewable ethanol from ePURE members reduced greenhouse-gas emissions by an average of more than 75 pct compared to fossil fuels in 2020. It was the ninth consecutive year in which EU renewable ethanol increased its GHG reduction score.

    According to the ePURE release, the record-breaking figure strengthens the already-convincing case for renewable ethanol as one of the best available tools the EU has for decarbonising road transport. With the European Commission's imminent "Fit for 55" legislative package expected to increase targets for emissions reduction and for renewable energy in transport, it is clear the EU will need to make the most of readily available low-carbon solutions such as ethanol.

    The record-high GHG-saving performance of ePURE members' ethanol was also accompanied by significant production of animal feed (4.22 million tonnes) and of captured CO2 (0.87 million tonnes). The 2020 findings were compiled from ePURE members and certified by auditing firm Copartner.

    Velocys Tech. Powers First Commercial Flight (Ind. Report)

    UK-headquartered landfill gas-to-liquid fuels and chemicals producer Velocys Plc is reporting a blend of convention aviation fuel and 25 pct sustainable aviation fuel (SAF) produced by its proprietary technology using woody biomass residue feedstock has been used in a commercial flight by Japan Airlines -- the first commercial flight in the world to use SAF derived from gasified wood-chips synthesized into aviation fuel.

    The fuel was produced in a Velocys FT reactor from the hydrogen and carbon gases generated by the gasification of the wood-chips at a demonstration plant in Nagoya, Japan in 2020. The facility produced 2,366 liters of neat aviation fuel blendstock that met ASTM D7566 Annex1 standard and can be blended into conventional jet fuel up to 50 pct.

    SAF synthesized with the Velocys FT technology from gasified forestry residue has a 70 pct lower carbon intensity than conventional fossil jet fuel. FT-SAF offers significant additional air quality improvements thanks to 90 pct lower particulate emissions, 99 pct lower sulphur emissions and lower nitrogen oxide emissions than conventional fossil fuels, according to Velocys.     Chart, TECO 2030 to Cooperate on Marine CCS Solutions (Ind. Report)

    Atlanta-based Chart Industries, Inc., a provider of technology, equipment and services related to liquefied natural gas, hydrogen, biogas and CO2 Capture and other applications, is reporting a 3-year MoU with Lysaker, Norway-headquartered TECO 2030 to jointly develop technological solutions that will capture carbon dioxide (CO2) emitted by ships and subsequently store it in liquid form.

    The agreement involves the joint development of onboard carbon capture solutions for ships using the Cryogenic Carbon Capture™ (CCC) technology developed by Sustainable Energy Solutions (SES) which was acquired by Chart in December 2020. The SES patented technology, which utilizes Chart's expertise in cryogenic equipment and systems, will separate the CO2 from the ships' exhaust gases, resulting in a high purity liquid CO2 product that is stored onboard in cryogenic storage tanks to be either permanently stored in underground geological formations or be used in CO2 -- consuming industries.

    When fully developed, the carbon capture solution will be available as a key element in the TECO 2030 Future Funnel, an exhaust gas cleaning system for ships. TECO 2030 is also developing hydrogen fuel cells for the maritime industry. These will enable ships to switch from fossil fuels to green hydrogen produced by renewable energy and thereby emissions-free.

    Wartsila Commissions Philippines Energy Storage Projects (Int'l.)

    Helsinki-headquartered Wartsila reports it has inked multiple energy storage contracts with Philippines-based SMC Global Power Holdings Inc. through its subsidiary, Universal Power Solutions Inc., in the Philippines during 2019-2020.

    The first two projects, Integrated Renewable Power Hub-Toledo and BCCPP, Limay, Bataan, have achieved final commissioning in May. The projects have a capacity of 20 MW / 20 MWh and 40 MW / 40MWh respectively, and are part of the earlier announced energy storage orders.

    These are the first energy storage systems supplied by Wartsila to the Philippines. The projects are delivered on an engineering, procurement and construction (EPC) basis, and include Wartsila's propriety software and hardware solutions. The systems comprise the company's GridSolv Max system, a standardised energy storage solution that provides flexible and modular storage for the core hardware assets of the systems, including the batteries, a safety and fire system, and inverters, alongside the advanced GEMS Digital Energy Platform.

    According to the company website, "Wartsila is enabling the transition towards a 100 pct renewable energy future by designing and building flexible systems that integrate renewable energy sources, thermal assets and energy storage."

    In 2018, the Association of Southeast Asian Nations (ASEAN) committed to meeting 23 pct of its primary energy needs from renewable by 2025.     Neste Testing Renewable Gasoline in Sweden (Ind. Report)

    Helsinki-headquartered Neste Oyi, the world's leading producer of renewable diesel and sustainable aviation fuel (SAF) produced from waste and residue raw materials, reports the final phase of testing of its 75 pct bio-based renewable gasoline is now beginning with complete commercial tests of the fuel to follow.

    According to the release, Neste's 75 pct bio-based renewable gasoline can reduce GHG emission by up to 65 pct over the fuel's life cycle when compared to fossil fuels. Neste is aiming to improve this figure to eventually achieve up to 90 pct emission reduction with an up to 95 pct bio-based content fuel.

    Madrid Passes Major Fossil Fuels, Climate Legislation (Int'l.)

    In Madrid, the Spanish parliament has passed climate legislation that commits the country to cut emissions 23 pct by 2030, compared with 1990 levels.

    The legislation requires all companies in Spain to establish a clear climate action plan with emissions reduction targets that must be achieved over a period of five years. The law also immediately bans all new coal, gas and oil exploration and production permits, prohibits the sale of fossil fuel vehicles by 2040, aims to generate 74 pct of the country's electricity with renewable sources by 2030, and further ends Spanish fossil fuels production and fossil fuel subsidies by 31 December 2042.     NREL Investigates Marine Biofuels (Ind. Report, R&D)

    NREL reports it is investigating the use of marine biofuels to reduce sulfur and greenhouse gas (GHG) emissions from shipping in an effort to meet the International Marine Organization (IMO) allowed amount of sulfur oxides emissions from ships.

    The IMO's newest upper limit, which took effect at the start of 2020, reduced the sulfur content of ships' fuel oil to 0.5 pct from 3.5 pct targeting at least a 50 pct reduction in GHG emissions from international shipping by 2050, relative to 2008 levels. To reach the IMO goal, ship owners can either install sulfur scrubbers to reduce emissions, or they can adopt a different, low-sulfur fuel. Both options carry an additional cost.

    The NREL-directed research provides a starting point for establishing the feasibility of ships using biofuels, including the economics of marine "drop-in" biofuels weighed against the cost of burning heavy fuel oil (HFO), which presently accounts for roughly 75 pct of the fuel used.

    The research concluded that, if shipping had no competition, the U.S. has sufficient bio-feedstocks for producing substantial amounts of marine biofuels to displace fossil fuels. With ships using 400 million metric tpy of fuel, a blend of 5 pt biofuels translates to about 5 billion gallons.

    The research was funded by the U.S. DOE Bioenergy Technologies Office and by the U.S. Department of Transportation Maritime Administration.

    How U.S. Agriculture Can Be Part of the Climate Change Solution (Report Attached)

    Farmers are among the most-qualified people to help address greenhouse gases (GHGs) and related climate issues, according to How U.S. Agriculture Can Be Part of the Climate Change Solution, a new report commissioned by the Farm Journal Foundation.

    While U.S. agriculture contributes about 10 pct of the total greenhouse gas emissions of the entire national economy, farmers could greatly reduce those emissions if they were provided with the right government incentives, according to the report. Expanding existing government programs could enable farmers to become more sustainable – helping them improve their soil health, increase livestock efficiency, convert animal waste into clean energy, and decrease reliance on fossil fuels. Farm businesses run on tight margins and are affected by volatile commodity markets, so farmers need incentives – such as tax breaks, cost share, technical assistance, or favorable loan terms – in order for sustainable investments to make financial sense.

    The report makes the following recommendations: increase funding for federal programs that help farmers reduce GHG emissions; increase funding for agricultural research that helps farmers adapt to and mitigate the effects of climate change; reintroduce and pass the Growing Climate Solutions Act; and make it more affordable for farmers to adopt more radical -- and highly impactful --interventions to improve their energy efficiency.

    Ithaca Energy Code Requires Net-Zero Const. by 2026 (Ind. Report)

    In the Empire State, the City of Ithaca has adopted the Ithaca Energy Code Supplement (IECS) code requirements for new buildings and major renovations that will substantially reduce greenhouse gas emissions while emphasizing affordability.

    The rules, which will go into effect on August 4, 2021, require all new buildings be constructed to produce 40 pct fewer greenhouse gas (GHG) emissions than those built to NY State code. The IECS will become more stringent in 2023, requiring an 80 pct reduction in emissions. Starting in 2026, net-zero buildings that do not use fossil fuels will be required (with exceptions for cooking and process energy).

    Partly due to broad community support and the increasing urgency of global climate change, Ithaca Common Council voted to accelerate the implementation timeline from the originally proposed step-up dates of 2025 and 2030.

    The IECS offers flexibility for builders to comply using the prescriptive Easy Path, a customized point-based system, or the performance-based Whole Building Path. Using the Easy Path, GHG reductions are achieved from electrification of space and water heating (e.g., heat pumps), renewable energy (e.g., community solar), and affordability improvements which reduce construction costs (e.g., efficient building shape).

    The IECS is an overlay to the state energy code, not a replacement, and is All other applicable code requirements must still be met. The Ithaca Energy Code Supplement is a major piece of the City's Green New Deal (GND) which aims to achieve an equitable transition to carbon-neutrality community-wide by 2030.

    Doosan Expands Green, Blue Hydrogen Production (Int'l. Report)

    Changwon, South Korea-headquartered Doosan Heavy Industries & Construction reports it plans to produce clean -- "blue and green" --hydrogen, develop a hydrogen gas turbine and expand the company's hydrogen-related equipment business by 2022.

    To that end, Doosan is constructing a hydrogen liquefaction facility at its Changwon plant, which will produce "blue" hydrogen for future supply and utilization.

    "Blue" hydrogen is a low carbon-emitting hydrogen produced by capturing and storing the carbon emissions generated during the production of hydrogen from fossil fuels. Doosan will apply high-efficiency CCUS (carbon capture, utilization and storage) technology to produce blue hydrogen. The production of "green" hydrogen using zero-carbon emission wind power is also well underway on Jeju island. The option of applying small modular reactors (SMRs) to produce clean hydrogen is also being reviewed.

    Doosan has been developing a 100 pct hydrogen-fueled gas turbine combustor for a 5-MW hydrogen gas turbine model with its own technology. The company is also partnering with the Korea Institute of Machinery and Materials (KIMM) to develop a hydrogen dual-fuel combustor for a 300-MW hydrogen gas turbine. Doosan has also developed and is preparing to launch a hydrogen storage tank to be used for hydrogen refueling.     CABBI Investigates RFS Biofuel Mandates, Incentives (Ind. Report)

    New studies from the University of Illinois at Urbana-Champaign Institute for Sustainability, Energy and Environment Center for Advanced Bioenergy and Bioproducts Innovation (CABBI) have found the need to adopt more targeted policies that value the environmental and ecosystem benefits of perennial bioenergy crops over cheaper options -- and provide financial incentives for farmers to grow them.

    In particular, the study calculated the net economic and environmental costs of the Renewable Fuels Standard (RFS) mandates and found that maintaining the corn ethanol mandate would lead to a cumulative net cost to society of nearly $200 billion from 2016 to 2030 compared to having no RFS. The social cost of nitrogen damage from corn ethanol production substantially offsets the social benefits from GHG savings, the report notes.On the otherhand, the additional cellulosic mandate could provide substantial economic and environmental benefits with technological innovations that lower the costs of converting biomass to cellulosic ethanol and policies that place a high monetized value for GHG mitigation benefits. The study notes that maintaining the corn ethanol mandate pushes more land into corn production which increases the market price of other agricultural commodities. While producers might benefit from higher market prices.

    The study notes the cellulosic ethanol mandate could provide an overall benefit with the right policies. Supporting research and development to lower the cost of converting biomass to cellulosic ethanol would substantially reduce production costs and increase social benefits, and a high monetized value for GHG mitigation could offset all other costs.

    CABBI researchers hope performance-based policies -- including the low carbon fuel standard, carbon and nitrogen leakage taxes, or limits on crop-residue harvest -- can be implemented to supplement the RFS mandates after 2022.

    CABBI aims to integrate recent advances in agronomics, genomics, and synthetic and computational biology to increase the value of energy crops -- using a "plants as factories" approach to grow fuels and chemicals in plant stems, an automated foundry to convert biomass into valuable chemicals, and ensuring that its products are ecologically and economically sustainable.     PSU $4.6Bn Endowment Aims for Net-zero Emissions (Ind. Report)

    In the Keystone State, the Penn State University Office of Investments has announced it will eliminate greenhouse gas emissions associated with underlying investments, but not necessarily divesting fossil fuels, in Penn's $4.6 billion endowment by 2050.

    The goal supports efforts outlined in the 2015 Paris Agreement and the United Nations' Intergovernmental Panel on Climate Change to reduce the world's net anthropogenic emissions to zero by 2050. This announcement builds upon Penn State's annual Climate and Sustainability Action Plan 3.0 report, released on Dec. 1, 2020, which summarized the University's latest progress in environmental sustainability made from 2019 to 2024 with a commitment to achieve a 100 pct carbon-neutral campus by 2042.

    Penn State has reduced its overall carbon emissions by 37.2 pct since 2009 and "greened" its physical footprint with 27 buildings achieving US Green Building Council LEED certification, 34 buildings having green roofs, and 14 acres of open space having been added through the creation of Penn Park. In 2020, the University signed a Power Purchase Agreement (PPA) for the construction of two new solar energy facilities which will offset 75 pct of both the academic campus and the University of Pennsylvania Health System's electricity consumption through renewable energy.     IRENA Presents Measures to Drive the Energy Transition (Int'l.)

    The International Renewable Energy (IRENA) has published a preview of its publication, World Energy Transitions Outlook report on technology choices, investment needs, and socio-economic contexts necessary to set the world on a trajectory towards a sustainable, resilient and inclusive energy future.

    IRENA Dir. General Francesco La Camera notes that over 170 countries have set renewables targets, many of which are included in their Nationally Determined Contributions (NDCs) under the Paris Agreement on climate change.

    To meet the Paris Agreement 1.5 degree C goal, the report notes the following could be used in combination: Energy efficiency and circular economy measures; decarbonized power systems with supply dominated by renewables; electrification of end-use sectors, with the increased use of electricity in buildings, industry, and transport; expanded production and use of green hydrogen, synthetic fuels, and feedstocks to pursue indirect electrification; and targeted use of sustainably sourced biomass.

    According to the report, financial markets and investors have begun directing capital away from fossil fuels and towards other energy technologies including renewables. However, to achieve the 1.5 degrees C climate ambition, energy transition investment will have to increase by 30 pct over currently planned investments, to an average annual level of $4.4 trillion. The report also suggests that national social and economic policies will play important roles in delivering the energy transition at the necessary speed.

    World Bank Releases New Climate Action Plan (Ind. Report)

    Last week in Washington, the World Bank (WB) announced a new Climate Change Action Plan aimed at helping developing countries achieve measurable reductions in greenhouse gas emissions and pledging to mobilize large-scale resources to aid the transition away from fossil fuels. The Plan will increase climate finance, focus on climate results and impact, improve and expand climate diagnostics and reduce emissions and climate vulnerabilities in key systems.

    The World Bank, the largest multilateral provider of climate finance for developing countries, provided $83 billion in climate finance over the past five years, peaking at $21.4 billion in 2020.

    Under the new plan, 35 pct of WB financing will have climate co-benefits, on average, over the next five years and 50 pct of WB climate financing will support climate change adaptation and resilience -- up from the 26 pct achieved on average in FY16-20 and an even more in dollar terms. The new Climate Change Action Plan will:

  • Focuse on climate results and impact -- WB will focus on measuring results and achieving impact, through a greater focus on greenhouse gas emissions reduction, adaptation and resilience goals, supported by new metrics.

  • Improving and expanding climate diagnostics -- WB will build a strong analytical base at the global and country level, including introducing new Country Climate and Development Reports that will support preparation and implementation of Nationally Determined Contributions (NDCs) and Long-Term Strategies (LTSs), and which will feed in to all WBG Country Partnership Frameworks.

  • Reducing emissions and climate vulnerabilities in key systems: -- WB will support transformative investments in key systems that contribute the most to emissions and have the greatest climate vulnerabilities: for example, energy, food systems, transport, and manufacturing.

  • Aligning our financing flows with the goals of the Paris Agreement -- The Bank Group is committed to aligning financing flows with the objectives of the Paris Agreement. For the World Bank, we plan to align all new operations by July 1, 2023. For the International Finance Corporation (IFC) and the Multilateral Investment Guarantee Agency (MIGA), 85 percent of new operations will be aligned by July 1, 2023 and 100 percent of these by July 1, 2025.

  • The World Bank Group has been instrumental in helping countries address climate change -- including delivering over $83 billion in climate finance over the past five years and reaching the highest level in a single year in 2020 at $21.4 billion. Through this plan, we will be doing more in terms of both dollars and impact.

    Bioenergy is the largest renewable energy source in the EU and will be critical to increased deployment of wind and solar -- The use of bioenergy has more than doubled since 2000 as a result of its end-use as heat, transportation, and electricity. In fact, biomass is the only renewable fuel on the market that is readily available today and can replace fossil fuels for heat generation.

    In heavy industries such as steel, aluminum, and cement -- sustainably sourced wood-based biomass offers a carbon-neutral fuel replacement for coal and gas-fired furnaces (and combined heat and power plants). As a dependable and dispatchable renewable fuel, sustainably-sourced biomass represents a prime solution to complement the intermittency of wind and solar (among other renewables) that will reduce carbon emissions by more than 85 pct on a lifecycle basis.

Even further down the road, when surplus solar and wind could potentially be used to create hydrogen at scale, there will be an exciting opportunity to produce aviation and other fuels with carbon capture of biomass that could result in even fewer net greenhouse gas emissions. Likewise, as decarbonization efforts in the steel and cement industry rapidly increase.

    Wisc. Seeks Low-Carbon, Clean Energy Roadmap (Ind. Report)

    In Madison, Wisconsin Public Service Commission (PSC) has 2-1 to launch an investigation into utilities' ongoing transition to zero-carbon electricity. The investigation seeks to identify economic and environmental benefits of a transition to clean energy and chart a course toward a clean energy future while maintaining reliable and affordable electricity.

    To that end, the PSC will review goals set by the state's five largest utilities to reduce carbon emissions 100 pct by 2050 and meet recommendations stemming from Gov. Tony Evers' executive order on clean energy, as well as the Governor's Climate Change Task Force and ideas for accelerating the clean energy transition as outlined by a Wisconsin group of utilities, consumer advocates and business groups. The investigation will also consider:

  • Retirement of fossil fuel power plants and deployment of new energy alternatives;

  • Increase in customers who generate their own power and are tied to the grid;

  • Increase in new technologies like battery storage;

  • Programs that help customers control their energy use and lower utility bills;

  • The design and operation of the regional transmission grid and wholesale markets.

    According to the most recent strategic energy assessment, 75 pct of the state's power is currently generated with fossil fuels. If nuclear were also excluded, 91 pct of the Badger State's power mix would need to be replaced with renewable energy sources.

    According to a just published letter from Transport & Environment (T&E) and marine shipping companies DFDS, CMB, Viking Cruises and ommodities trader Trafigura, "biofuels do not offer a sustainable alternative for shipping as crop-based biofuels emit more emissions than the fossil fuels they replace and there will not be enough advanced biofuels to meet demand. On the other hand, green hydrogen and ammonia are sustainable and can be produced in sufficient quantities to decarbonise the shipping industry." Accordingly, "Lawmakers must send a clear signal to potential investors to focus on renewable electricity-based hydrogen and ammonia when the EU proposes its maritime fuel policy next month", the letter states.

    Globally, €1.4 trillion in capital investments will be required to produce green hydrogen and ammonia for the shipping industry. The EU should seize this opportunity to create new jobs and support sustainable economic growth in line with the EU Green Deal when it propose its FuelEU Maritime Initiative in April, the letter states.

    As a first step, a feasibility study will be conducted to provide a clear design basis and cost estimate for a carbon capture facility at Hanson's Padeswood cement plant and connection to the proposed HyNet North West CO2 network and storage system. The project will reduce regional CO2 emissions by up to 10 million tpy by 2030.

    The HyNet North West project includes production, storage and distribution of low carbon hydrogen which will help to decarbonise other industries whose CO2 emissions primarily come from fossil fuels.

    Houston, Texas-based Zilkha Black® (biomass) Pellet producer NextGen Biomass Technologies comments on Japan's hydrogen fuel plans: "In March 2019, Japan released its third Strategic Roadmap for Hydrogen and Fuel Cells. The plan targets reduction in hydrogen production costs and leadership in carbon capture strategies to convert hydrogen from fossil fuels. Investments are flooding in on this plan's strength.

    "We (NextGen) are optimistic about the courage and vision that the Japanese nation is showing in the hydrogen economy. Here in the U.S., officials are projecting a 2028 timeline to commercialize hydrogen as a fuel. It is obvious that Japan is much more aggressive and pushes the envelope in research, development and full-scale production operations. One recent example is the Mitsubishi Heavy Industries steel plant project in Australia, which is using hydrogen instead of coal.

    "Japan's top two carmakers have been steadily selling hydrogen fuel cell cars at a loss in California for more than a decade. This business model has been valuable to both companies and the Japanese government, based on customer feedback and increased interest in supporting the U.S.'s build-out of a hydrogen infrastructure. These are cars limited to use only in California, where the U.S. has 44 of its 47 hydrogen fueling stations.

    "We (NextGen) have worked with others in the biofuel and biofuel derivatives market to see how our Zilkha Black Pellets work in biosyngas reactors, where companies typically generate methane and other heavier petroleum replacements that can be converted to hydrogen. Most of these processes are not currently at full production scale. The factor holding many of them back is the variability of feedstock. When different feedstocks, or even the same feedstock with varying particle or different moisture contents are added, the process must sometimes be adjusted significantly to avoid loss of product, equipment and other hazards. Using Zilkha Black Pellets as a base for bioreactors ensures a stable, uniform size, moisture and makeup feedstock to which smaller amounts of varied feedstocks can be added. These pellets cost significantly less to transport than raw biomass ever will.

    "Hydrogen from biomass is a viable, low-cost electricity solution, and we are excited to work with companies operating in this space. Using a stable uniform feedstock, especially in the initial full-scale production phases, can mean the difference between a successful project and one that never reaches its goal."     In the nation's capitol, the National Academies of Sciences, Engineering, and Medicine (National Academies) reports it is forming a committee to study the current methods for life cycle analyses (LCA) of low-carbon transportation fuels in the U.S.

    Low carbon fuel standards, such as the Federal Renewable Fuel Standard (RFS) and the California Low Carbon Fuel Standard (LCFS), are major US programs for reducing greenhouse gas (GHG) emissions from transportation fuels. These standards rely on life cycle assessment (LCA) as a tool to estimate fuel GHG emissions.

    The National Academies aims to develop a reliable and coherent approach for applying LCA to low-carbon fuel standards via a methodological assessment to identify the general characteristics and capabilities of GHG emissions estimation methods commonly needed across various types of low-carbon fuels programs applied at a national level. The committee will include the following considerations:

  • Direct GHG emissions over the entire lifecycle of a given transportation fuel, including feedstock generation or extraction, feedstock conversion to a finished fuel or blendstock, distribution, storage, delivery, and use of the fuel in vehicles.

  • Potentially significant indirect GHG emissions, such as those associated with indirect land use changes attributed to biofuels production.

  • Key assumptions, input parameters, and data quality and quantity for application of lifecycle GHG emission models for different regions of the U.S.

  • Needs for additional data, methods for data collection, standardized inputs for lifecycle analyses, and model improvements.

    The National Academies is seeking approximately 14 members with expertise in the fields of: life cycle analysis (LCA); fuel production and use (including fossil fuels, biofuels, and electricity); economics; greenhouse gas (GHG) emission modeling; uncertainty analysis; terrestrial ecosystems; and environmental policy decision-making.

  • MEA Awards $1.3Mn Green Transport Incentives (Alt. Fuel, Funding)

    In Baltimore, the Maryland Energy Administration (MEA) is touting its Clean Fuels Incentive Program's (CFIP) support for both the purchase of fleet alternative fuel vehicles and funding to expand the state's alternative fueling infrastructure to reduce greenhouse gas emissions via proven technology. The CFIP is designed to permanently "green" the state's transportation profile and improve air quality by reducing fossil fuels consumption.

    The fiscal year 2021 (FY21) CFIP awards of $1.3M will fund an array of clean fuel projects across the state, including one of the largest electric school bus deployments in the country, electric vehile charging stations and emission-reduced propane autogas vehicles.

    The MEA notes the transportation sector is responsible for the majority of Maryland's greenhouse gas emissions, according to the Maryland Greenhouse Gas Emissions Reduction Act Plan. The law requires the State to reduce GHG emissions 25 pct from a 2006 baseline by 2020, in a way that ensures a positive impact on Maryland's economy, protects existing manufacturing jobs and creates new jobs in the State.     Dominion Plans $72Bn Clean Energy Investment (Ind. Report)

    Dominion Energy reports it could invest up to $72 billion through 2035 to transition its primary power source from fossil fuels to emissions-free, clean fuel alternatives.

    The company expects to invest $32 billion through 2025 to clean up its emissions profile as follows: $17 billion for zero-carbon generation -- offshore wind, nuclear power life extensions , solar energy and energy storage; $6 billion on electricity transmission and distribution projects such as making its system more resilient to cyber and climate threats; $6 billion on customer growth and other related activities; $3 billion on natural gas distribution modernization and renewable natural gas systems. More than 80 pct of those investments will reduce emissions.

    Specifically, the company noted:

  • $17 billion for offshore wind projects, including an estimated $8 billion to build a 2.6 GW offshore wind project in Virginia that it hopes to complete by the end of 2026;

  • $20 billion on solar projects expanding the company's capacity from 2.2 GW to 13.4 GW by 2035;

  • $7 billion for energy storage projects;

  • $4 billion to extend the life of its zero-emission nuclear power plants;

  • $15 billion on electric grid transformation projects and $9 billion on natural gas distribution modernization projects and renewable natural gas.

    Roughly $72 billion by 2035 would increase the company's zero-carbon power sources from 45 pct in 2020 to 70 pct by 2035 while improving its zero- and low-carbon sources from 90 pct to 95 pct.     Finland-based AW-Energy Oy is touting its combined WaveRoller and HydrogenHub process wave energy device that when combined with other renewable energy sources, can significantly reduce green hydrogen production costs .

    Green hydrogen is produced by using renewable energy -- such as combining wave energy with solar -- to power electrolysis that splits water into its constituent parts. It is regarded as a leading approach in the journey to decarbonise emission-intensive industries and transport sectors. A $2/kg price is widely believed to represent a potential tipping point that will make green hydrogen and its derivative fuels the energy source of choice across multiple sectors, which includes steel manufacturing, fertilizer production, power generation, and shipping where vast near-term demand exists across Europe and internationally.

    Green ammonia, a derivative of green hydrogen, is also being assessed as a way to displace fossil fuels in thermal power generation, greatly decreasing the emissions intensity of existing energy infrastructure.

    EU Renewables Overtake Fossil Fuels in 2020 (Report Attached)

    According to the attached European Power Sector in 2020 report, enewables overtook fossil fuels to become the EU's main source of electricity for the first time in 2020. Renewables rose to generate 38 pct of Europe's electricity in 2020 -- compared to 34.6 pct in 2019 -- to surpass fossil-fired generation, which fell to 37 pct.

    The report notes that transition from coal to clean is, however, still too slow for reaching 55 pct greenhouse gas reductions by 2030 and climate neutrality by 2050.

    This report compiles and analyses the full-year 2020 electricity generation of every EU country, tracking Europe's electricity transition. This is the fifth year in a row that EMBER (fka Sandbag) has done this analysis in conjunction with Agora Energiewende.

    Repsol Increasing Aviation Biofuel Production (Int'l. Report)

    Madrid-based integrated energy company Repsol SA is reporting production of the first 10,000 tonnes of aviation biofuel from biomass at its industrial complex in Tarragona, Spain. The company plans to produce additional aviation biofuel at the group's other industrial complexes in Spain.

    Use of the fuel is projected to avoid 630 tonnes of CO2 -- equivalent of 55 flights between Madrid and Barcelona. Last August the company reported production of its first batch of biofuel at the Puertollano Industrial Complex.

    According to Spain's Integrated National Plan for Energy and Climate, biofuels currently represent the most widely available and used renewable technology in transportation. In certain sectors, such as aviation, biojet fuel produced from biomass or waste is the only existing alternative to fossil fuels and is included in the list of sustainable fuels, according to the Plan.     Repsol Joins Renewable Hydrogen Consortium, Reports Aviation Biofuels Production (Int'l.)

    Repsol is reporting the H24All project consortium has presented an application for European Green Deal funding to develop Europe's first 100 MW alkaline electrolyzer plant which will be connected to a Repsol industrial site. The technology will be demonstrated in real operation according to end-users' needs and market requirements for low-carbon hydrogen production and to boost the use of renewable hydrogen by reducing the cost to close to €3/kg H2.

    The 15 member consortium of research centers, material suppliers, engineering firms specializing in electrolyzers, auto makers and others, aims to pave the way for a new and competitive hydrogen industry based on European know-how through innovation by developing, building, operating, and demonstrating the sustainability of a 100 MW high-pressure alkaline electrolyzer. Consortium partners are from Belgium, Denmark, Germany, Norway, Spain, and Turkey.

As the global energy demand for alternative fuels increase, 2021 will mark a turning point for the industry as wind, solar, geothermal, woody biomass, hydrogen, and lithium-ion battery energy providers (among others) make a collective and coordinated effort to combat the global climate crisis.

  • The aftermath of COVID-19 will push economies into a renewable future -- The COVID-19 pandemic has forever changed how societies, businesses, and governments view the world. As various industries saw a decline in the demand for products and/or services throughout the pandemic, the energy industry witnessed the opposite. Energy production and distribution remained essential regardless of the pandemic.

    Throughout the pandemic we've seen an increased global interest in reducing carbon emissions. Looking ahead, we expect renewable fuels will continue to play a crucial role in power generation for decades to come. For this reason, we don't foresee a job loss, rather a job transfer -- or perhaps a job boom - in renewables in 2021. For those currently working in fossil fuels, this shift will present a great opportunity to transition skills as the energy sector continues to evolve into a clean energy future.

  • Europe will continue to be the "Poster Child" for renewable energy implementation, but there will be some regulatory uncertainty. -- Delivering Europe's long-term ambition to become the first climate neutral continent by 2050 requires an extensive set of urgent measures to scale up action. At the very least, the world-leading sustainability criteria established by the Renewable Energy Directive II (REDII) will need to be fully implemented by all member states if Europe plans to meet their 2030 and 2050 emission reduction goals. At best, member states will need to further amend the directive if they wish to succeed in cutting carbon emissions by 55 pct in the next decade from 1990 levels.

    World's 4th Largest Economy Using More Renewables Than Coal (Int'l.)

    German think tank Agora Energiewende reports for the first time in history, a combination of wind, solar, and other renewables overtook Germany's coal, oil, and gas as a fuel source during 2020.

    A combination of the pandemic, lower demand for electricity, mild weather, cheaper natural gas, and various economic and market factors led to the historic numbers on the data sheets of Western Europe's biggest consumer of fossil fuels and the world's fourth-largest economy -- $3.69 trillion GDP. According to Agora Energiewende, wind power alone supplied more of the nation's energy thaned 40 pct of the nation’s baseline, a greater share than black coal.     Fossil Fuel Production Expected to Rise through 2022 (Ind Report)

    According to the U.S. Energy Information Administration's (EIA) January 2021 Short-Term Energy Outlook, in 2020, fossil fuel production in the U.S. declined by an estimated 6 pct from the 2019 record high of 81.3 quadrillion BTUs. EIA expects U.S. fossil fuels -- crude oil, coal, dry natural gas, and natural gas plant liquids (NGPL) -- production to remain flat in 2021 but to increase in 2022, but lower than the 2019 peak.

    The survey notes that from the mid-1980s through 2010, coal was the leading source of U.S. fossil fuel production, but coal production has since been surpassed by dry natural gas (in 2011) and by crude oil (in 2015). In 2020, the U.S. produced twice as much energy from crude oil (24 quadrillion Btu) than coal (11 quadrillion Btu) and three times as much energy from natural gas (35 quadrillion Btu).

    According to the EIA forecast U.S. coal production fell by an estimated 24 pct in 2020, but will increase by 12 pct in 2021 and another 4 pct in 2022 -- about 90 pct of which will be used for electric power production. The EIA also forecasts increases in natural gas prices will reduce natural gas consumption for electricity generation, which will result in an increased share for coal, and to a lesser extent, an increased share for renewables in the electricity generation mix.

    EIA estimates that U.S. NGPL production increased by 7 pct in 2020. Newly commissioned, more efficient natural gas processing plants supported growth in NGPL production even though natural gas production declined. EIA expects domestic NGPL production to increase by 2 pct in 2021 and by 7 pct in 2022.     In Washington, the U.S. DOE Office of Fossil Energy (FE) reports the availability of $160 million funding to help recalibrate the Nations fossil-fuel and power infrastructure for decarbonized energy and commodity production. The funding, for cost-shared cooperative agreements, is aimed to develop technologies for the production, transport, storage, and utilization of fossil-based hydrogen, with progress towards net-zero carbon emissions.

    Fossil fuels currently provide the lowest cost pathway for producing hydrogen, according to cost data in a recent DOE/FE Hydrogen Strategy Document. The U.S. will authorize advanced and novel technologies capable of improving the performance, reliability, and flexibility of methods to produce, transport, store, and use hydrogen. When coupled with carbon capture and storage (CCS), low-cost hydrogen sourced from fossil energy feedstocks and processes will significantly reduce the carbon footprint of these processes and enable progress toward hydrogen production with net-zero carbon emissions.

    Funding is available for significant advancements in the following program areas:

  • Net-Zero or Negative Carbon Hydrogen Production from Modular Gasification and Co-Gasification of Mixed Wastes, Biomass, and Traditional Feedstocks -- The objective is to advance gasification technologies capable of improved performance, reliability, and flexibility to produce net-zero or negative carbon hydrogen by readily accommodating integration of pre-combustion carbon capture. An additional objective is utilizing low-cost and negative-cost feedstock materials, along with traditional feedstocks, to produce low-cost net-zero carbon fuels and chemicals.

  • Solid Oxide Electrolysis Cell Technology (SOEC) Development -- The objective is to develop new or modified materials for SOECs and improve understanding of degradation mechanisms in SOECs for efficient and cost-effective production of hydrogen.

  • Carbon Capture -- The objective is to complete the initial design of a commercial scale carbon capture, storage, and utilization (CCUS) system that separates and stores more than 100,000 tpy net carbon dioxide of 95 pct purity, with 90 pct+ carbon capture efficiency, from a steam methane reforming (SMR) or autothermal reforming (ATR) plant producing 99.97 pct H2 from natural gas.

  • Advanced Turbines -- The objective is to advance the performance of gas turbine combustion systems fueled with high purity hydrogen, hydrogen and natural gas mixtures and other carbon neutral fuels (e.g., ammonia). An additional objective is to demonstrate a hydrogen-fueled rotating detonation engine in a gas turbine.

  • Natural Gas-Based Hydrogen Production -- The objective is to develop transformative natural gas decarbonization technologies to produce zero- or negative-carbon hydrogen, to meet the needs of future hydrogen markets.

    li> Hydrogen Pipeline Infrastructure -- The objective is to develop technologies that improve the cost and performance (e.g., resiliency, reliability, safety, integrity) of hydrogen transportation infrastructure, including pipelines and compression stations.

  • Subsurface Hydrogen Storage -- The objective is to develop technologies to improve the cost and performance (efficiency, safety, integrity) of subsurface hydrogen storage.

    The FOA will be used to solicit R&D for specific areas of interest aligned with the above seven program areas. Successful applications will be of different monetary values and project durations. Projects will be managed by the National Energy Technology Laboratory (NRTL).

    UK PM Touts Green Ind. Revolution, Climate Change Plan (Int'l. Report)

    In London, UK Conservative Prime Minister Boris Johnson has unveiled his 10-point plan for a "green"--low-carbon industrial revolution. The plan focus on the following industries and initiatives:
  • Offshore wind -- The government has already announced an ambition to have every home in the UK powered by offshore wind in an effort to cut the emissions from electricity.

  • Hydrogen -- The gov. plans to have 5GW -- sufficient power for roughly 1.5 million UK homes -- of low-carbon hydrogen production capacity by 2030.

  • Nuclear -- The plan calls for renewed support for small modular nuclear reactors that can be largely built in factories and other small applications.

  • Electric vehicles -- The plan calls for increased support for electric vehicles, recharging infrastructure and the previously announced ban on the sale of new petrol and diesel vehicles by 2030.

  • Public transport, cycling and walking -- Calls for increased clean public transport options including electric, alternative fuel and hydrogen powered buses as well as encourages cycling and walking.

  • Jet zero and greener fuel transportation -- Calls for zero-emission alternative fuel and electric power long-haul mass transportation including passenger rail, electric airplanes and maritime ferries.

  • Energy efficiency -- The plan calls for a major effort to increase residential and public building energy efficiency.

  • Carbon capture and storage (CCS) -- Focuses on "clusters" where groups of power stations, factories or industrial plants could be linked to CCUS infrastructure for greater efficiency and cost savings.

    "The Biden-Harris administration's energy policies will ready our nation for the just, equitable, and fair renewable energy transition. We hope this will result in more science-led decisions with greater focus on renewable energy and less on fossil fuels, especially from our public lands and waters.

    "We may see a few major steps within the first 100 days, by re-entering the Paris Climate Accords and a new climate Executive Order redirecting agencies' missions toward sustainability. The environmental agencies like the Council on Environmental Quality (CEQ) and Environmental Protection Agency (EPA) will again take climate change seriously. CEQ will take a 'hard look' at climate impacts across all our government's decisions while the EPA tackles methane emissions from oil, gas, and other sources.

    "Our public lands agencies like the Departments of Interior and the Agriculture Department's Forest Service will plan for net zero greenhouse gas emissions. This, of course, means fewer oil and gas leases while scaling up renewable energy.
