VT. Communities RAMP up Energy Efficiency Program (Ind. Report)

In Vermont, the towns of Marshfield and Plainfield are reporting the launch of RAMP -- Revitalizing All Marshfield and Plainfield -- a new building energy task force as part of a year-long push to build a robust economy in the face of climate change, cut carbon emissions and cut energy consumption and costs.

Following the communities of Pownal, Randolph, Middlebury, and Swanton, RAMP is the fifth community participant in the Climate Economy Model Communities Program at the not-for-profit Montpelier-based Vermont Council on Rural Development (VCRD), which works to connect rural economic development to climate change responses.

The RAMP campaign encourages commercial building and homeowners to install solar panels, convert from fossil fuels to renewable electricity, weatherize their buildings and otherwise save money while saving energy and reducing emissions. CO2 Emissions Rise at Fastest Rate since 2011 (Ind. Report)

Oil industry giant British Petroleum's (BP) just released 2018 Statistical Review of World Energy -- in its 68th year of publication -- notes that as energy consumption has grown, greenhouse gas emissions caused by the burning of fossil fuels, which account for around two-thirds of total emissions, rose by 2 percent in 2018 -- equivalent to driving an extra 400 million combustion engine cars onto the world's highways.

According to the report, energy consumption growth was driven by natural gas, which contributed more than 40 pct of the increase. All fuels grew faster than their 10-year averages, apart from renewables, although renewables still accounted for the second largest increment to energy growth.

The report found the rapid increase in carbon emissions was at least partially due to the sharp increase in abnormally hot and cold days around the world, which in turn led consumers to use more energy for cooling and heating. China, the US, and India together accounted for more than two-thirds of the global increase in energy demand, with US consumption expanding at its fastest rate for 30 years.

U.S. Pentagon Creates More GHG Emissions than Sweden (Ind. Report)

Cost of War, a recently released study from the Watson Institute at Brown University has found that the Pentagon emits more GHG in one year than several industrialized countries, including Sweden and Portugal.

The Defense Department -- the Pentagon -- is the world's single largest consumer of oil and 55th largest GHG emitter, releasing 59 million metric tons of CO2 and other GHGs into the atmosphere in 2017 alone.

The report notes the majority of the Pentagon's energy consumption is related to maintaining 560,000 buildings at 500 military installations and the jet and diesel fuel used to move soldiers and weapons.

NJ PUC Aims for 100 pct Clean Energy by 2050. (Ind. Report)

The New Jersey Public Utilities Commission's NJPUC) recently released (NJ PUC) Energy Master Plan provides an initial blueprint for the total conversion of the Garden State's energy profile, calls for "carbon-neutral electricity generation and maximum electrification of the transportation and building sectors to meet or exceed the Global Warming Response Act greenhouse emissions reductions of 80 pct relative to 2006 levels by 2050.

The plan calls for reducing energy consumption and emissions from the transportation sector, accelerating deployment of renewable energy, maximizing energy efficiency and conservation, reducing energy use through decarbonization, modernizing the electric grid and utility infrastructure, as well as expanding clean energy job training opportunities and programs.

Boeing Environmental Plan Advances Biofuels (Ind. Report)

Aviation industry giant Boeing reports the release of its 2019 Global Environment Report highlighting how the company is building cleaner, more fuel-efficient airplanes and finding innovative ways to recycle and conserve resources.

In 2018, Boeing unveiled its new environment strategy through 2025 with ambitious goals to innovate products for environmental performance, reduce emissions, waste, and water and energy consumption at work sites, and to work with communities around the globe. Report highlights include:

  • Working with Etihad Airways to fly a 787 Dreamliner powered partly by biofuel made from desert plants irrigated with seawater;
  • Catalyzing development of sustainable aviation fuel and offering customers the option of using biofuel on delivery flights;

  • Finnish Cities Project Addresses Old Bldg Energy Efficiency (Int'l)

    In Finland, six housing construction companies in the cities of Helsinki (pop. 631,700) and Vantaa (pop. 217,000) are piloting an Internet of Thing- (IoT-) based solution to inpoyve energy efficiency and reduce energy consumption in blocks of older flats.

    The project's participating builders installed IoT sensors on several older buildings. Data from the sensors will be analyzed and used to identify the most cost-effective ways of increasing the buildings energy efficiency and thus cut the buildings energy consumption and costs.

    The pilot is part of the Climate-friendly Housing Companies joint venture project between the City of Helsinki, the City of Vantaa, the Helsinki Region Environmental Services Authority (HSY) and the Green Building Council Finland.

    The project will run until the end of 2020 and will publish a digital guide for housing companies. The project is funded by the 6Aika programme, a joint strategy focusing on sustainable urban development of Finland's six largest cities.     Bipartisan Building Energy Efficiency Legislation Tabled (Reg & Leg)

    In Washington, U.S. Rep. Jeff Van Drew (D-NJ) and Mike Kelly (R-PA) have introduced the Commercial, Low Emissions and Net Energy Reduction (CLEANER) Buildings Act of 2019 which would extend the tax deduction for energy efficient commercial buildings. If this incentive is renewed, the deduction -- aka 179D -- could generate thousands of new design and construction jobs and contribute millions to the gross domestic product, according to the release.

    Section 179D of the tax code offers a tax deduction to building owners and businesses for energy efficiency improvements such as lighting, heating and cooling, hot water systems, ventilation, or the building envelope like insulation or windows. It offers incentives for upgrades at new or existing buildings that cut the total energy and power cost by at least 50 percent compared to a building meeting the ASHRAE codes baseline for energy efficiency.

    Highland Council Awarded £600,000 for Efficiency Upgrades (Int'l)

    In Scotland, the Highland Council reports it will to increase its energy efficiency efforts and programs after receiving a £3.5 million interest-free loan from Salix Finance, an independent organization that provides interest-free loans for energy efficiency improvements.

    The Council will use the funds for various schemes including the installation of solar panels, upgrading both interior and exterior lighting to LEDs for increased energy efficiency, and upgrading inefficient oil boiler systems. With the upgrades, the Council predicts that carbon emissions could be reduced by 1600 tpy for an annual savings of ,£ 600,000 on energy bills.

    Smartcool Touts Power Factor Correction Installations (Ind. Report)

    Vancouver, British Columbia-based Smartcool Systems Inc reports its wholly owned energy management subsidiary, Total Energy Concepts Inc. (TEC) has completed projects for two recycling/resource recovery companies. The installations involved TEC's full package solution, which included TEC's proprietary Power Factor Correction (PFC) technology on (18) electric motors of 10 HP and larger driving the crushing, shredding and conveying of materials.

    Power Factor Correction at the equipment level is a documented energy efficiency measure that to date has had limited adoption worldwide. TEC has perfected this technology and application over the last 10 years which offers significant energy savings, as well as more operational up-time and extended equipment life.

    Smartcool's ECO3, ESM and ECOHome retrofit technologies reduce the energy consumption of compressors in air conditioning, refrigeration and heat pump systems by up to 40 pct, according to the company.     Bates Achieves Carbon Neutrality Ahead of 2020 Goal (Ind. Report)

    In Lewiston, Maine, Bates College reports it has achieved carbon neutrality one year ahead of its own commitment. The college reduced its campus carbon emissions by 95 pct and will account for its remaining footprint through the purchase of carbon offsets.

    Out of some 700 U.S. colleges and universities to sign a carbon neutrality pledge in 2007, Bates is one of only seven to date that have reached that goal. Bates cut its carbon footprint by: reducing energy consumption through efficiency measures; strengthening the culture of sustainability on campus and changing behaviors in concrete ways; and switching to renewable energy sources -- specifically, Renewable Fuel Oil (RFO), a wood-derived liquid that serves as the primary fuel for the college's central heating plant.     Brussels Mandates Home Energy Efficiency by 2030 (Int'l Report)

    Homeowners in Brussels will have until 2025 to undertake home renovations to put residential buildings in the capital on track with national energy-efficiency goals by 2030, according to a decree passed by Brussels Capital Region authorities.

    Under the legislation, homeowners are required to secure a PEB energy performance certificate for their homes by 2025, in order to drive down energy consumption of Brussels homes by a third between 2030 and 2050. The measure aims to ensure the Brussels Capital Region respects a national commitment to cut Belgium’s carbon emissions by 35 pct by 2030 and 80 pct by 2050. Residential and office buildings in the region currently account for over 74 percent of energy consumption, and out of an estimated 575,000 residential buildings in Brussels, 30 pct were built before the 1960s and are not -insulated. An average insulation is expected to cost approximately €40,000 per home.     Atlanta Pledges 100 pct Renewable Energy by 2035 (Ind. Report)

    The BBC is reporting the city of Atlanta, Georgia, has signed onto the Sierra Club's Ready For 100 campaign pledging to fully switch to green energy by 2035.

    Presently, between 6 and 8 pct of the city's energy needs are drawn from renewable energy resources. Atlanta's green energy plan touts the creation of 8,000 new jobs and claim the plan could also help low-income families in other ways.

    More than 100 cities have recently pledged to run on 100 pct renewable energy, signing onto the Sierra Club's Ready For 100 campaign. To that end, the city aims to: cut energy consumption 25 to 30 pct; insulating old homes; installing energy-efficient lights; installing better HVAC systems; installing commercial and residential solar systems; increased battery energy storage for solar energy: and using renewable-energy credits from outside the state to offset coal and gas power still coming from the local grid; as well as maintain nuclear power as part of the city's energy mix.     Robt.Bosch Aims for 2020 Carbon Neutrality (Int'l. Report)

    Stuttgart-based German automotive supply giant Robert Bosch LLC reports it plans to become fully carbon neutral by 2020.

    The company, which currently emits around 3.3 million metric tpy of C02, aims to achieve its goal by increasing energy efficiency, increasing the share of renewables in its energy supply mix to as much as 40 pct, accessing more green power and offsetting unavoidable CO2 emissions. This includes financing climate protection projects such as wind power in the Caribbean or forest conservation in Africa to offset just under 40 pct of its energy consumption, according to the company release.     Philippines Legislate Energy Efficiency (Int'l Report)

    In Manila, Philippine president Rodrigo Duterte last month reportedly signed the Energy Efficiency and Conservation Act (RA 11285) into law. The act institutionalizes a national framework aimed at advancing energy efficiency and conservation practices nationwide.

    The legislation is intended to introduce and secure the sufficiency and stability of the country's energy resources by promoting the development and utilization of efficient renewable energy technologies and systems as well as delineating responsibilities among various government agencies and private entities.

    The newly-signed law creates the National Energy Efficiency and Conservation Plan (NEECP), a national comprehensive framework that defines national targets and feasible strategies, as well as imposes regular monitoring and evaluation system. The law also mandates the development and maintenance of a centralized National Energy Efficiency and Conservation Database (NEECD) on the application and use of energy efficient and renewable technologies, and other relevant information. that will about energy consumption.     Virginia OKs $1Bn in Energy Efficiency Programs (Ind. Report)

    Further to our 5th April report, meeting in Richmond, the Virginia State Corporation Commission is reported to have approved approximately $1 billion in new spending on energy efficiency programs designed to reduce energy consumption and the need to produce and distribute additional electricity in the Old Dominion State.

    The regulator approved 11 new Dominion Energy programs totaling $226 million as well as energy efficiency spending by Appalachian Power, the state's second largest electric utility. In their approval, the two companies are required to track and report the effectiveness of their programs in reducing energy consumption at a future date.     Sign of the Times -- Solar Powers Coal Mine Museum (Ind. Report)

    In the Land Down Under, the State Coal Mine -- Wonthaggi Coal Mining Museum state park reports it is now powered by a 91 KW on-site, ground-mounted solar PV array and a 41 kWh battery storage system as part of an "Old Energy New Energy Project" being run by the not-for-profit Energy Innovation Co-op aiming to demonstrate how renewable energy, energy efficiency and new technology are "changing the name of the energy game."

    The project is partially funded by over $241,000 from the state Labor Government's New Energy Jobs Fund and $58,460 from the Victorian government's Local Government Energy Saver Program -- a $3.4 million fund which supports resource constrained councils across regional Victoria to reduce their energy consumption and operating costs of community facilities. A further $15,000 grant from the state government supporting Bass Coast Shire Council in their goal to transition the community to zero-net emissions will support the expansion of work begun by the coastal community of Phillip Island, which has committed to to being carbon neutral by 2030.     DOE Announces $79 Mn Funding for Bioenergy R&D (Funding, R&D)

    In Washington, the US DOE has announced over $79 million in funding for bioenergy R&D including biofuels, bioproducts, and biopower. This funding supports Agency's goal of providing consumers and businesses with a range of domestic energy options that are affordable, reliable, and secure.

    The FOA topics will advance DOE's Bioenergy Technology Office's (BETO) objectives to reduce the price of drop-in biofuels, lower the cost of biopower, and enable high-value products from biomass or waste resources. Topics areas for this funding opportunity include the following:

  • Cultivation Intensification Processes for Algae -- Develop technologies for outdoor algae systems that increase the harvest yield, reliability and quality of algae;

  • Biomass Component Variability and Feedstock Conversion Interface: Research to lower the cost and improve the reliability of biomass handling and preprocessing;

  • Efficient Wood Heaters -- Develop technologies to reduce emissions and increase efficiency of wood heaters for residential heating;

  • Systems Research of Hydrocarbon Biofuel Technologies -- Integrate new technologies and processes in experimental prototype systems to improve and verify real-world performance and lower the cost of drop-in Biofuels;

  • Optimization of Biomass-Derived Jet Fuel Blends -- Identify and develop cost-competitive drop-in renewable jet fuel with improved energy density and lower particulate matter emissions;

  • Renewable Energy from Urban and Suburban Wastes: Support academic research and educational programs that focus on strategies to produce bioenergy and bioproducts from urban and suburban waste feedstocks;

  • Advanced Bioprocessing and Agile BioFoundry -- Reduce the time and cost of developing biological processes for biomanufacturing fuels and products through the use of synthetic biology, low capital intensity methods, and continuous production systems;

  • Plastics in the Circular Carbon Economy -- Develop biobased plastics with improved performance and recyclability and lower the cost and energy-intensity of recycling existing plastics through enhanced degradation;

  • Rethinking Anaerobic Digestion: Develop anaerobic processes or alternative strategies to enhance carbon conversion efficiency and lower costs of smaller scale wet waste systems;

  • Reducing Water, Energy, and Emissions in Bioenergy -- Identify biofuels or bioproducts technologies with the greatest potential for reducing water consumption, energy consumption, and/or emissions relative to existing conventional fuels or products.

    This FOA also supports the Water Security Grand Challenge, a White House initiated, DOE-led framework to advance transformational technology and innovation to meet the global need for safe, secure, and affordable water. In particular, this funding will support R&D focused on anaerobic digestion, a technology that can help achieve the Grand Challenge's goal to double resource recovery from municipal wastewater.   • $40Mn Mass. Energy Efficiency Partnership Announced (Funding)

    In the Bay State, the office of Gov. Charlie Baker (R) has announced a three-year, $40 million energy efficiency partnership with the Massachusetts Bay Transportation Authority (MBTA), Eversource and National Grid.

    The partnership aims to cut energy consumption across dozens of MBTA stations and facilities, reduce MBTA operating costs, improve lighting and substantially reduce greenhouse gas emissions.

    This initiative will reduce MBTA electricity use by 7 pct -- 30 million kWh annually -- and save MBTA $2.7 million in energy costs while eliminating 10,000 metric tpy of carbon emissions.

    The MBTA will invest approximately $30 million in the projects which include new lighting and lighting controls, upgrading HVAC equipment and building automation controls.

    The Nass. Department Energy Resources (DOER) will provide $3.5 million in funding while Eversource and National Grid provide and estimate $9 million in cost cutting incentives.     Washington Metro Transit Rolls Out Energy Consumption, Emissions Cutting Measures (Ind. Report)

    In the nation's capitol, the Washington (DC) Metropolitan Area Transit (WMATA) is touting it plan to become the greenest public transportation system in the country by cutting its energy use and carbon emissions to a degree equivalent to removing 35,000 cars off the road per year.

    To that end WMATA is undertaking a program the includes: changing every single light bulb in the system to LED bulbs; capturing and storing the energy given off when trains brake (regenerative braking); incorporating solar energy where possible; cutting bus idling time to reduce fuel costs and cut emissions; purchase electric buses as needed; and other measures. .     UK BEIS Plans Building Energy Efficiency Consultations (Int'l.)

    In London, the UK Department for Business, Energy and Industrial Strategy (BEIS) reports it will launch a series of consultations on the commercial buildings sector's energy efficiency which the Ministry describes as a "huge untapped area" for improvements. The consultation is intended to identify actions that would drive improved energy efficiency and reduced emissions in the commercial built environment sector.

    Approximately 60 pct of the sector is rented, creating barriers to improve energy efficiency due to complex contracts between landlords and commercial tenants which often clash with the ownership, maintenance and long lifetimes of technological improvements.

    The Ministry notes its Clean Growth Strategy includes a "package of measures" to support business to improve energy efficiency and productivity by at least 20 pct by 2030 and lead to the establishment of an Industrial Energy Efficiency scheme to help large companies cut energy use and bills in commercial properties.

    BEIS estimates that the 20 pct target will significantly cut energy costs for businesses and, to that end, has also launched a £315 million Industrial Energy Transformation Fund to support high energy consumption businesses with the transition to a low-carbon economy.

    O'Hare Air Traffic Control Tower Certified LEED Gold (Ind. Report)

    In the Windy City, the Chicago Aviation Commission reports O'Hare International Airport's South Air Traffic Control Tower has been awarded US Green Building Council (USGBC) LEED Gold certification for energy efficiency, making among the nation's first air traffic control towers to receive the designation.

    O'Hare has six LEED-certified buildings and over 521,000 square feet of green roofs, more than any other airport in the world.     EU Reports Renewable Energy Roll-out Slowdown (Int'l Report)

    The European Commission (EC) is reporting that the 28 member trading block is still "on track" towards achieving its goal of 20 pct of 2020 energy coming from renewables, primarily because of its pre-2014 progress.

    The EC also noted "the pace of increase of the renewable energy share has slowed down" and increases in absolute energy consumption has lowered the renewable share in 2017 in seven EU states.     Turks Plan $11Bn in Energy Efficiency Investments (Int'l)

    Speaking at the 5th Berlin Energy Transition Dialogue in Germany, Turkey's Deputy Energy and Natural Resources Minister Alparslan Bayraktar announced his country's government plans to invest roughly $11 billion over the next five years in an effort to cut energy consumption by 14 pct and reduce 66 million tons of CO2 emissions.

    According to the Minister, Turkey's energy transition plan has two periods, the first of which was launched 17 years ago. At the end of the first transition period, Turkey was able to implement all relevant market reforms and the Turkish energy market attracted $60 billion in energy related investment, primarily in wind and solar energy production and technologies.

    Bayraktar noted that Turkey prioritizes its energy infrastructure, so it will make significant investments to make its grid more resilient and reliable in both the gas and power sectors at the transmission and distribution levels.     In British Columbia, Canada, the Regional District of Central Kootenay (RDCK) reports the availability of the Regional Energy Efficiency Program (REEP) Home Renovation program under which residents can access a subsidized EnerGuide home energy evaluation.

    Following the EnerGuide home energy evaluation, both home owners and renters will be able to access current rebate offers, financing options, a local contractor, list and energy coaching to increase home energy efficiency, cut energy consumption and save on energy costs.

    The program offers two streams: the energy efficient home renovation stream provides incentives that support energy audits and access to rebates. The energy efficient new-home education stream provides training and access to information for all new home builders. The New Home program will encourage a standard of energy efficient construction as outlined in the BC Building Step Code.

    Buffalo U. Awarded $1.8Mn for Efficient Insulation R&D (Ind. Report)

    University of Buffalo researcher Shenqiang Ren has been awarded $1,875,000 in US DOE Office of Energy Efficiency and Renewable Energy (EERE) grant funding to develop a new, inexpensive insulating material for home energy efficiency and other applications.

    The UB researchers will use the award to reduce the cost of producing silica aerogel, a synthetic gel with low thermal conductivity. Having low thermal conductivity makes it an effective insulator.

    EuroStat Notes EU's Renewable Energy Propects, Progress (Int'l)

    According to data from the European Union statistics service Eurostat, the 28-member trading bloc sourced 17.5 pct of its energy from renewables in 2017, keeping it on track for a target of 20 pct by 2020.

    Each member state has its own individual renewable energy goal ranging from 10 to 49 pct based on its situation and potential. While 11 countries in the bloc have already surpassed their targets, others are lagging behind, according to Eurostat.

    With the target for 2030 at 32 pct, Eurostat notes, "While the EU as a whole is on course to meet its 2020 targets, some member states will need to make additional efforts to meet their obligations."

    Specifically, the EU's renewable energy leaders are Nordic countries: Sweden, Finland and Denmark with more than half of the total energy consumed coming from renewables -- primarily hydropower, wind and biofuels.

    Luxembourg and the Netherlands are the EU countries with the lowest consumption of renewables, at 6.4 pct and 6.6 pct respectively. Despite its investment in offshore wind farms, the Netherlands is the furthest from reaching its targets.

    In 2017 France reached 16.3 pct of energy consumption from renewables, compared to its 23 pct target for 2020. Woody biomass and hydropower are the main sources of green energy in France which sources 70 pct of its electricity from nuclear. Even so, France has committed to closing 14 nuclear reactors by 2035 and shutting down four still-active coal power plants by 2022.

    Germany's renewable energy, which comes mainly from wind and solar power, reached just 15.5 pct in 2017, while its 2020 objective is set at 18 pct.     2018 Global Carbon Emissions Hit Record High, says IEA (Int'l)

    According to the International Energy Agency (IEA), 2018's extreme weather, increasing demand for energy and increased coal consumption combined to push global carbon emissions to a record high. Carbon emissions jumped 1.7 pct in 2018 to a record 33.1 billion tonnes, with coal making up one third of the total increase, despite energy generation from wind and solar farms growing at a double-digit pace. Most of the electricity generated by coal came from new power plants in Asia, according to the IEA's Global Energy and C02 Status Report.

    Coal use rose 0.7 pct in 2018 with higher demand for coal coming from Asian countries, including China and India. The pace of growth slowed down from the 4.5 per cent rise in coal use in 2017, although it still remains the largest source of electricity. Coal use accounted for 10 billion tonnes of carbon emissions in 2018, with China, India and the US accounting for 85 pct of the net increase in emissions. The 560-million-tonne increase in carbon emissions in 2018 was equivalent to total emissions from international aviation.

    In 2018, US GHG emissions increased by 3.1 pct, China's emissions climbed 2.5 pct and India's carbon emissions increased by 4.5 pct.     REI Distribution Center Lauded for Energy Efficiency (Ind Report)

    Kent, Washington-headquartered outdoor gear and apparel retailer REI Co-op reports it has been recognized by the Alliance for making strides in its energy productivity goals at its Goodyear, Arizona distribution center for achieving an 18 pct energy reduction and an annual cost savings of $170,000 in its first two years of operation. The distribution center is aiming for net-zero energy consumption, the company said.

    To reach its goal, REI installed a 2.2-MW solar array that is expected to power the entire facility and installed a robotic fulfillment system that streamlines and speeds operations.

    REI has been part of the DOE's Better Buildings Alliance in 2015. The program brings together commercial building owners to share energy efficiency best practices with peers in the retail sector.     Building Climate Justice: Investing in Energy Efficiency for a Fair & Just Transition (Ind. Report)

    A just released report from the national advocacy group Food & Water Watch demonstrates the role improved building energy efficiency standards can and must play. The report focuses on what is by far the largest source of energy demand in the country -- 40 pct -- related to powering commercial buildings, homes, offices, schools and others.

    The analysis finds that a $500 billion investment over 15 years in improving building energy efficiency would net: $1.3 trillion in savings on consumer utility bills; 1.3 million jobs created annually -- 20 pct more than current job creation rates; a 36 pct decline in building energy consumption from current projected demand; 300 million metric ton reduction in CO2 emissions from current projections; and completely eliminate the need to build new fossil fuel power plants.

    In Spain, the city of Madrid's reports it has inked an agreement with Acciona for a project aimed at enhancing the energy management and energy efficiency of 400 municipal buildings. Under the agreement, Acciona will provide real-time energy consumption information and enable management of energy consumption in schools, offices and other municipal facilities.

    Acciona will initially perform a baseline audit to ascertain current energy consumption. The buildings will subsequently be monitored to obtain energy consumption data in real time. The captured data will be organized and processed at the ACCIONA Building Control Centre where it will be analyzed around the clock. The resulting information will enable the city to respond to alerts of anomalous consumption and provide information with which to enhance operations and detect inefficient consumption patterns.

    Snomish PUD Pledges Energy Efficiency, Green Energy (Ind. Report)

    In Everett, Washington, the Snohomish County Council reports it has unanimously approved transitioning to 100 pct "clean, renewable" energy for government operations by 2045. To that end, the Council has committed to reducing energy consumption through retrofits, upgrades to LED lighting, improved energy efficiency and the installation of solar panels with energy storage capacity on county buildings. The PUB will also develop a clean energy plan and adopting a construction policy that will require all new county facilities be built to US Green Building Council LEED gold energy efficiency standards. The PUD resolution also calls for establishing a fund to pay for energy conservation retrofits and upgrades.

    To tackle the county's largest source of greenhouse gas emissions, the transportation sector according to the resolution, the county plans to develop a policy to build a "green" vehicle fleet.

    The move was proposed and supported by the Snohomish County chapter of The Climate Reality Project, Sierra Club, 350 Everett and the statewide group Environment Washington.

    Increased EIB Funds for EU Residential Energy Efficiency (Int'l)

    The European Investment Bank (EIB) is reporting the European Local Energy Assistance (ELENA) facility will receive €97 million in new EC funding to support residential building energy-efficiency investments in both privately and publicly owned housing. The ELENA facility is focused on accelerating the energy-efficiency refurbishment of housing.

    Project development services will mostly be directed towards households and homeowner associations and other organizations, such as financial institutions (including commercial banks). Public entities may also be supported with the implementation of large-scale energy rehabilitation programs. The grants are distributed through commercial banks.

    In December, 2018, EU member states agreed to cut energy consumption by 32.5 pct by 2030 compared to 1990. When fully implemented, Kissimmee will be the Sunshine State's first city to have all public facilities powered by solar energy.

The city is also replacing inefficient lighting with LED units at athletic fields within City limits.     China's State Grid Qinghai Electric Power Company reports clean energy is powering the economy of northwest China's Qinghai Province with a total installed power generating capacity of nearly 28 million kilowatts, or 86 pct of the province's energy consumption. The province's installed solar power capacity reached 9.6 million KW, wind power hit 2.7 million KW while hydropower capacity reached 11.9 million KW, according to the company release. Additionall, Qinghai province has two, 10 million kilowatts renewable power generating bases under construction.     Minneapolis Considers Energy Benchmarking, Efficiency Ordinance (Reg & Leg)

    In the Gopher State, the city of Minneapolis officials are reportedly considering a new energy benchmarking and disclosure ordinance requiring apartment and home sellers to complete two additional inspection tests and provide energy-efficiency information to potential renters and purchasers. Initially, the ordinance would apply to private residences and multifamily buildings of 50,000 square feet or more.

    The ordinance also requires owners of sub-50,000-square-foot apartment buildings that meter each unit's energy consumption to submit data to a utility-created portal that will be available in 2021. The result will allow renters to compare the energy performance of buildings, using an annual per-square-foot measurement. The city's energy ordinance aims to upgrade 75 pct of the city's homes by 2025.

    City officials believe building owners with low-performing properties would be more open to utility and city efficiency programs to reduce their energy use.     Chubb's Bermuda HQ LEED Credentials Reaffirmed (Ind. Report)

    The Chubb Building in Hamilton is the first in Bermuda to be twice recertified as Leed Gold by the US Green Building Council (USGBC). The building first received Leed Gold certification under the Existing Buildings: Operations and Maintenance rating system in 2011.

    In 2017, the building was recertified when Chubb became one of the first companies in North America to use the Leed Dynamic Plaque to manage the building's energy efficiency and environmental performance.

    The Leed Dynamic Plaque calculates and displays the building's performance across five categories: energy, water, waste, transportation and human experience. Other green initiatives that contributed to the re-certification include: energy-efficient LED lights, electric car charging stations, a trash audit and waste recycling program and others. Chubb notes that since 2011 it has cut the Bermuda building's energy consumption 28 pct.

    German Aerospace Center Energy, Mobility Scenarios Show How Global Climate Targets can be Achieved -- Report Attached (Int'l Report)

    The German Aerospace Center (DLR) reports it has been working with the University of Technology Sydney and the University of Melbourne on behalf of the Leonardo DiCaprio Foundation to determine the necessary developments to achieve the aim of keeping global warming well below 2 degree C. This target is in line with the international agreements made at the UN Climate Change Conference in Paris in 2015. At the heart of the study are two scenarios that set out development pathways for technology, infrastructure and energy consumption up until 2050 to 2050 to limit global warming to 2.0 and 1.5 degrees C, respectively.

    "Achieving this target requires fundamental changes to energy consumption and supply. In both scenarios, we assume that there will be a massive expansion of renewable energies, considerable improvements in efficiency, and more electricity and synthetic fuels used in the heating and mobility sectors," says DLR researcher Thomas Pregger. As part of the study, the Energy Systems Analysis department at the DLR Institute of Engineering Thermodynamics modelled the entire energy systems of 10 regions of the world.

    The study is based on the technologies available today. In line with the objective, options with major uncertainties in terms of social, economic or environmental consequences, such as nuclear power, geoengineering or carbon capture and storage (CCS) were not considered.

    Stamford Health USGBC LEED Healthcare Certified (Ind Report)

    In Fairfield, Conn., the Stamford Health hospital, which opened in 2016, reports it has been awarded US Green Building Council (USGBC) Leadership in Energy and Environmental Design (LEED) Healthcare Certification. The facility is the largest in the country and the first such facility in Conn. certified facility.

    In qualifying for certification, the Stamford hospital focused on; airflow, energy consumption, air quality, and "green" roofs.Other LEED qualifying features include:

  • about 85 pct of construction debris was recycled;
  • green spaces were maximized, including gardens, courtyards and paths to promote healing and provide patient and family respite;
  • sustainable, regionally sourced materials and products such as certified wood, walls, ceiling, flooring and other components were used throughout;
  • low-emitting materials, such as environmentally friendly carpets and no noxious flooring material, were selected.

    In addition, the hospital has also been lauded by Stamford 2030 District, a public-private nonprofit collaborative community of high-performance buildings in downtown Stamford. Stamford 2030 aims to cut energy and water consumption and reduce emissions from transportation in the city by 50 pct by 2030.     In the Golden State, the Santa Clara Valley Transportation Authority (VTA) Board of Directors is reporting approval of a new Green Building Policy. The policy, which will apply to all VTA owned infrastructure and programs, is intended to encourage greater energy efficiency and environmental sustainability.

    VTA instigated a Sustainability Program and established a goal to incorporate green building principles into VTA projects in 2008. The program included new or renovated buildings or other facilities such as parking garages or bus rapid transit stations. VTA has since constructed and renovated several buildings with renewable energy, water and energy efficient fixtures, drought-tolerant landscaping, and other green building features.

    The new VTA Green Building Policy is intended to help reduce energy consumption and costs and to formalize green building principles into all aspects of its infrastructure for greater environmental, social and economic responsibility. To date, the Santa Clara County VTA has implemented sustainability features such as solar panels at bus terminals, EV charging stations, low-flow plumbing equipment, solar-powered trash and recycling containers, transit platforms lit by natural light and water recycling as well as repurposing cut trees into retaining walls and mulch.     MEO Issues Matching Funds Energy Efficiency Rebates (Ind. Report)

    The Michigan Energy Office (MEO) is reporting the issuance of a matching $9,750 rebate for energy efficiency improvements to Independent Machine Co. in Escanaba.

    To qualify for the rebate, the company installed a power monitoring and control system across their manufacturing operations to implement a range of energy saving procedures including soft motor starts, energy efficient LED lighting, and others. The company estimates it will shave 26,000 kilowatt-hours at a cost savings of $4,000 off its annual energy consumption and costs.
