Ford Kills Ontario Cap-and-Trade Funded Energy Efficiency Programs (Ind. Report)

Following up on our June 22nd coverage, the Canadian Press is reporting newly elected populist Ontario Premier Doug Ford (Progressive Conservative) has revoked the province's carbon pricing cap-and-trade program that was instigated by the former Liberal government of Catherine Wynne. With the goose that layed the golden eggs dead,Ford's administration will begin winding down all green programs funded through the province's cap-and-trade system this week.

In his most recent announcement, Ford noted the province will nonetheless honour existing contracts, orders and projects -- such as energy efficient insulation and window retrofits -- funded by cap-and-trade. Some existing Ontario energy efficiency rebates were being phased out before Ford officially took office last week. The premier says the government will decide on a case-by-case basis whether some initiatives previously funded by the cap-and-trade program will be paid for using tax base revenue.

As previously reported, Ford claimed eliminating the provincial cap-and-trade system will help him deliver on campaign promises Ontario the electorate doesn't realistically expect him to keep -- cutting retail gasoline prices by roughly 4 cents per litre -- which is apparently more important than the roughly $3 billion the carbon tax contributed to the provincial coffers since the system was introduced by the then Liberal government in 2017. And, in a move that rings of Trump political posturing, the new Premier also reportedly promised to lower the price of beer to $1.00 per can in an effort to appeal to his base. EOWDC Offshore Wind Farm Comes Online (Int'l. Report)

Following up on our May 3th coverage, Vattenfall is reporting the European Offshore Wind Deployment Centre (EOWDC) -- Europe's largest offshore wind turbine test site -- has delivered its first power to the grid from the first of 11 turbines off the coast of Scotland.

When fully commissioned and online later this summer, the project will generate 93.2MW of capacity and will showcase the world's largest offshore wind turbine -- a 8.8MW model from MHI.

LC Energy report readers will no doubt remember now president Donald Trump's war with the EOWDC project in opposition to which he claimed "offshore wind will destroy Scotland" because "it would spoil the view" from his Aberdeen Bay golf resort that was then under construction. Trump took legal action to kill the EOWDC project but lost, partially on the absurdity of his claim. EDF Unloads 49 pct Stake in UK Wind Portfolio (Int'l, M&A)

In the UK, EDF Renewables is reporting the £701 million sale of a 49 pct stake in a 550MW portfolio of onshore and offshore wind farms to Fund manager Dalmore Capital and Pensions Infrastructure Platform. With this transaction, Dalmore now owns a minority stake in 23 onshore projects in England, Scotland and Wales, as well as in the 62.1MW Teesside site off England's north-east coast.

EDF Renewables retains a 51 pct share in the 24-project portfolio and will continue to operate and maintain the sites. Sooner State Retains Wind Energy Tax Credit (Reg & Leg)

In Norman, the Oklahoma Senate has rejected legislation to end a state tax credit to various renewable energy providers, but primarily the wind energy industry. The tax credit, which is slated to be phased out over the next 10 years, costs state taxpayers approximately $70 million per year.

Under the current 20-year old law, electricity-generating companies earn credits of a fraction of a cent per kilowatt-hour of electricity generated with renewable technologies including wind, hydropower, solar, and geothermal energy sources. The 10 year phase-out of the tax credit began on July 1, 2017. No projects brought on line after that date are eligible for the credit. (Source: Heartland Institute, PR, 2 July, 2018)

WEC Takes Stake in Bishop Hill III Wind Energy Centre (M&A)

Milwaukee-headquartered utility holding company WEC Energy Group reports it will acquire an 80 pct stake in the Bishop Hill III Wind Energy Center in Henry County, Illinois, for $148 million. The transaction is subject to Federal Energy Regulatory Commission approval.

The Bishop Hill project, which was developed by Invenergy, incorporates 53 General Electric turbines totaling 132MW capacity and has a 22-year, 100 pct power purchase agreement in place with not-for-profit WPPI Energy.

Siemens Gamesa Wins 150-MW Indian Wind Project Contract (Int'l)

Reporting from New Delhi, renewable energy solutions provider Siemens Gamesa reported in a statement it has secured a turnkey wind energy contract from India's largest renewable energy independent power producer, ReNew Power Ventures, for construction of 150 MW wind farm in the Kutch district of Gujarat State.

Siemens Gamesa will provide the infrastructure needed to install and operate the facility including supply, erection and commissioning of 75 units of SG 2.0-114 MW wind turbines. R6.6Bn S.African Wind Farms Construction Underway (Int'l)

In South Africa, construction is reported to be well underway on two large-scale wind farms in the Northern and Western Cape. The projects are being constructed by Concor Infrastructure in a consortium with Conco on behalf of global wind and solar company Mainstream Renewable Power.

The 140 MW Kangnas wind farm is situated 52 km east of Springbok in the Northern Cape while the 110 MW Perdekraal East wind farm is about 80 km northeast of Ceres in the Western Cape. The wind farms are expected to come online in 2020. Vestas, Maersk Partner to Cut Turbine Installation Costs (Int'l)

State-run CEZ Acquires French Wind Assets (M&A, Int'l Report)

AFP is reporting Prague-headquartered Czech state-run power group CEZ purchased nine wind farm projects under construction in France from German developer ABO Wind in June 2017. Assuming all nine farms are completed and commissioned, CEZ's installed wind capacity in France will rise to 100 MW within five years.

In 2017 the company generated 62,887 terawatt-hours of power, of which 4,677 TWh were from renewable sources. CEZ is Europe's eighth largest power group with assets in Germany, Bulgaria, Hungary, Poland, Romania, Slovakia and Turkey. S. Korea Plans Additional 12GW Wind Power by 2030 (Int'l Report)

In Seoul, the Korean Ministry of Trade, Industry and Energy reports the country will add 12 gigawatt of new wind power capacity by 2030. The new energy road map aims to acquire 48.7 GW of new clean energy sources, with 12 GW of them coming from wind power plants.

Initially, the government plans to establish 500 MW-class wind turbines in coastal areas and explore ways to converge them with shipping, ship building and other marine-based industries. It also aims to create large-scale floating wind farms. GOOGL – A molten-salt project could be spun out of Gates’ energy fund. Alphabet Inc (NASDAQ:GOOGL) is considering spinning out an energy storage product which the company has been working on, and big name investors are said to be interested. Reports indicate that Bill Gates’ Breakthrough Energy Ventures may be calling dibs. CNBC has the details on Google’s potential spinoff. Google parent company Alphabet is in discussions to spin out a molten-salt energy storage project in a transaction with Breakthrough Energy Ventures, a $1 billion fund devoted to energy research, MIT Technology Review reported. It is unclear if a deal has been finalized or how much money may be involved. Google’s project is code-named Project Malta, and it’s being led by Nobel Prize winner Robert Laughlin. The goal of the project is to store thermal energy which has been converted from solar and wind electricity into massive tanks of molten salt. The theory behind the plans suggests this would be a cheaper and more efficient technique for longer-term storage of renewable energy. In addition to Gates, the fund includes investors such as Jeff Bezos and Jack Ma. Alphabet Inc Class A shares rose $0.72 (+0.06%) in premarket trading Tuesday. Year-to-date, GOOGL has gained 8.15%, versus a 2.42% rise in the benchmark S&P 500 index during the same period. Holyrood Awards £2Mn for Offshore Wind Innovation (Int'l)

At Holyrood, the Scottish Governmenthas confirmed £2 million in funding to support the offshore wind energy sector and to reduce development costs. The £2 million in funding has been granted to Carbon Trust's Offshore Wind Accelerator, Offshore Renewable Energy (ORE) Catapult, and the Energy Skills Partnership. The funding is intended to support innovation across the sector to reduce long-term costs, improve health and safety standards, and to widen educational opportunities within the industry.

ORE Catapult almost immediately announced that the £445,000 it received will be used to back a larger £1.3 million program of technology innovation projects to advance Scotland's offshore wind sector. The new £1.3 million program is also supported by a further £150,000 from industry partners including Fergusons Marine Engineering, CWind and WOOD, and match-funding from ORE Catapult.

ORE Catapult's new £1.3 million program will focus on: next-generation crew transfer and service vessels; a technology accelerator program; investigating alternative communication and remote supervisory systems; and establishing a business excellence program aimed at enabling the Scottish supply chain to access offshore wind commercial opportunities. UK Leading in Global Offshore Wind Energy Race (Int'l Report)

According to the UK renewable energy trade group RenewableUK, the British offshore wind energy industry is expected to see its total investment between 2017 and 2021 and reach £18.9 billion, accounting for for 30 pct of the country's electric power needs.

The UK has the largest offshore wind energy market in the world , with 35.2GW of capacity in operation, development and planning, says RenewableUK. Germany follows with 23.4GW, Taiwan is next with 8.3GW, followed by China with 7.7GW.

Mongolia Increasing Renewables Capacity by 120 MW (Int'l Report)

Four renewable energy power plants totaling 120 MW is slated to be put into operation in Mongolia's southeast province of Dornogovi within this year, the provincial governor's office reports. The new plants include wind farms totaling 55 MW to be commissioned in late 2018 nearby Sainshand city.

Landlocked Mongolia, which enjoys over 250 days of sunshine a year, nearly doubled its renewable energy capacity to 155 MW in 2017, according to the Ministry of Energy. Even so, Mongolia sources under 5 pct of its power from renewable energy, including solar and wind. The government aims to make renewable energy use account for 20 pct by 2020 and 30 pct by 2030. Americans for Carbon Dividends Carbon Tax Advocacy Group Launched (Ind. Report)

The newly launched bipartisan Americans for Carbon Dividends, which follows on an unsuccessful attempt last year from Republicans George Shultz and James Baker to push a price on carbon, would place a $40 per ton tax on CO2 that would increase over time. Some money would be returned to the public through a carbon dividend of approximately $2,000 per year for a family of four.

Supporters of the policy include Exelon Corp., First Solar and the American Wind Energy Association (AWEA), and the former Federal Reserve chair Janet Yellen, say it's a climate policy that makes economic sense. Exelon has reportedly contributed $1 million to the initiative and AWEA is offering financial support, according to Americans for Carbon Dividends. Global Offshore Wind Portfolio at 105 GW, says RenewableUK (Int'l)

According to the UK renewable energy trade group RenewalUK, the global portfolio of offshore wind projects in operation, under construction or in development currently stands at 104.8 GW -- up 10 pct since June, 2017's 95 GW. The UK remains the largest offshore wind market with a portfolio of 35.2 GW, followed by Germany with 23.4 GW, Taiwan with 8.3 GW, China 7.7 GW and the US with 7.5 GW. AEP's $4.5Bn Wind Project Wins Another Approval (Ind. Report)

In the Buckeye State, Columbus-based utility American Electric Power (AEP) is reporting its proposed $4.5 billion Wind Catcher Energy Connection project has landed required approvals from Louisiana and Arkansas -- two of the four states it will ultimately serve. Texas and Oklahoma have not yet approved the proposed 2,000-MW wind farm to be constructed in Texas and in Cimaroon County on the Oklahoma panhandle.

The project would be developed by Chicago-based Invenergy LLC and will incorporate about 800 wind turbines supplied by GE Renewable Energy. Invenergy would sell the farm upon completion, expected in in 2020. AEP's Southwestern Electric Power Co. will own 70 pct of the project and Public Service Company of Oklahoma will hold the remaining 30 pct. Southwestern Electric Power Co. says the project will save customers $4 billion over its 25-year life, compared to what it would cost to buy the power on the open market, noting no fuel costs, tax credit benefits and cost-efficient delivery thanks to the dedicated power line. It serves 231,000 customers in Louisiana. AEP serves 5.4 million customers in 11 states. It has 33,000 megawatts of energy generation capacity, including 4,200 megawatts of solar energy as well as 224,000 miles of distribution lines. In the Golden State, San Diego-based independent power producer EDF Renewables reports it has sealed a Purchase and Sale Agreements (PSA) that will see Dutch cooperative pension fund manager PGGM Infrastructure Fund acquire 50 pct ownership in: Red Pine Wind, Rock Falls Wind, Switch Station 1 Solar and Switch Station 2 Solar with a total capacity of 588 MW. The transaction is subject to regulatory approval and customary conditions precedent. EDF Renewables will remain involved in the projects as a co-owner providing management services and provider of operations and maintenance services.

NEC Commissions Europe's Largest Energy Storage System (Int'l)

Boston-based smart energy storage solutions specialist NEC Energy Solutions (NEC) is reporting the completion and commissioning of a 48 MW, 50 MWh energy storage system in Jardelund, Germany, for EnspireME -- joint venture between Netherlands headquartered Eneco and Mitsubishi Corporation.

Eneco and Mitsubishi Corporation will investigate connecting the storage system battery to local wind farms, providing further value for wind farm owners by storing excess electricity generated during periods of curtailment.

NEC provided turnkey engineering, procurement and construction (EPC) services which included its GSS® end-to-end grid storage solution and its AEROS® proprietary energy storage controls software. The system, Europe's largest, incorporates approximately 10,000 lithium-ion battery modules that are enough to store power for about 5,300 German households for 24 hours. NextEra Energy Inc's subsidiary NextEra Energy Resources is reporting a renewable energy power purchase agreement (PPA) with AT&T Inc. As per the agreement, the partnership will acquire 300 MW of wind energy from two new wind farms in Wilbarger and Hardeman Counties, TX.

In February, the partnership struck a similar PPA worth 520 MW from two wind farms located in Texas and Oklahoma. Cumulatively, these two consecutive PPAs will deliver 820 MW of wind power, which will supply electricity to more than 372,000 homes per year. Hexicon's Korean Floating Wind Partnership Expanded (Int'l)

In Stockholm, Swedish engineering company Hexicon AB notes it it has inked a memorandum of understanding (MoU) for mutual cooperation with Busan Techno Park and Renewable Energy Center in Busan, South Korea , for the development of floating offshore wind technology for the Korean market. To that end, the Swedish company has received grant funding from the Korean Business and Energy Agency to investigate how multi-turbine platforms can be adapted to local conditions.

Hexicon previously announced plans to transfer its floating wind platform technology to a new joint venture with Coens in South Korea, where it wants to offer serial production of locally-made units. Fortum-Rusnano Wins Russian Wind Tenders (Int'l Report)

Finnish utility Fortum Oyj reports it has won the right to build 110 MW of solar PV parks in Russia in the country's latest clean energy tender. The PV parks are slated for commissioning in the 2021-2022.

Meanwhile, Fortum Oyi's equal JV with Moscow-based Russian nanotechnology company Rusnano plans to add 823 MW of wind power capacity in the years between 2019 and 2023.

Investment decisions related to both projects will be made on a "case-by-case basis", Fortum said, reiterating its previously announced plans for an equity commitment of up to RUB 15 billion ($240 million) to back Russian projects secured in 2017 and 2018. Last summer, the Fortum-Rusnano JV was awarded the right to install 1,000 MW of wind parks in Russia by 2022. About 50 MW of that capacity is reportedly under construction.

Mass. Legislating 100 pct Renewables by 2047 (Reg. & Leg.)

In Boston, the Bay State senate is reporting the passage of legislation enabling Massachusetts to run on 100-pct renewable energy by 2047 by tripling the state's 1 pct per year renewable portfolio standard (RPS) to 3 pct per year.

The Senate bill also removes caps on non-governmental solar net metering and sets new 2030 and 2040 emission targets under the Global Warming Solutions Act. The act creates the framework for a revenue-neutral, market-based carbon fee; sets a 2,000-MW energy storage target, and opens the door to large renewable energy procurements in the offshore wind sector. Siemens Ammonia Energy Storage Pilot Nears Opening (Int'l)

The German industrial firm Siemens reports it is opening is opening a &1.5 million pilot project in Harwell, Oxfordshire, UK, employing ammonia as a new form of energy storage to manage the variable output of wind and solar power.

The proof-of-concept facility will turn electricity, water and air into ammonia without releasing carbon emissions. The ammonia will be stored and later either burned to generate electricity, sold as a fuel for vehicles or for industrial purposes, such as refrigeration.

According to Siemens, ammonia has an advantage other over emerging storage technologies, such as liquid air and flow batteries, because it is repurposing existing technology and hardware. Approximately 170 million tpy of ammonia are produced worldwide, the majority of which is used for fertilizer. The Harwell facility is slated to open 26 June opens on 26 June, and was funded with £500,000 by Siemens and £1 million from Innovate UK. At Queens Park, Ontario's freshman Conservative premier Doug Ford reports he will give notice of the province's withdrawal from the linked carbon pricing market with Quebec and California and issue clear rules for an "orderly wind down" of the system. The newly elected premier will also instruct his equally wet-behind the ears attorney general to challenge the Liberal federal government of Prime Minister Justin Trudeau rules requiring provinces to establish a carbon tax or have a tax imposed on them by the feds.

According to Ford, eliminating the cap-and-trade system will help him deliver on a campaign promise that the electorate doesn't expect him to keep -- cutting retail gasoline prices by roughly 4 cents per litre -- which is apparently more important to him than the roughly $3 billion the carbon tax contributed to the provincial coffers since the system was introduced by the then Liberal government in 2017. And, in a move that rings of Trump political posturing, the new Premier also reportedly promised to lower the price of beer to $1.00 per can in an effort to appeal to his base. European Union Sets 32 pct by 2030 Renewables Target (Int'l)

Meeting in Brussels, the 28-member European Union's Parliament (EP), Council (EC) and Commission are reporting agreement on a "binding" target of 32 pct renewable energy by 2030. The new figure, up from the previous 27 pct target but short of the 35 pct objective backed by the EP and several renewable energy trade bodies.

The first of the two wind supply contracts was awarded by EnerAB, a joint venture between The AES Corporation and Grupo BAL, for 85 units of Vestas' V136-3.45 MW wind turbines for the Mesa la Paz wind park set to be developed in the Llera municipality, Mexico. Serbia's First Large-Scale Wind Farm Financing Announced (Int'l)

The European Investment Bank (EIB) Green for Growth Fund (GGF) reports it will provide €32 million for the 158 MW Cibuk windfarm, Serbia's first large-scale wind farm which will be constructed near Belgrade.

The European Bank for Reconstruction and Development (EBRD) and the International Finance Corporation (IFC) have already pledged to provide €215 million for the project, partially through a syndicated loan.

The wind farm is being developed by Vetroelektrane Balkana, owned by Tesla Wind, a joint venture between an Abu Dhabi-based renewable energy developer Masdar and Cibuk Wind Holding, a branch of the U.S.-based wind energy developer Continental Wind Partners.

The GE 57 turbine park will generate sufficient energy for approximately 113,000 households. The plan would retire 660 mw of coal generation from the Commanche 1 and Commanche 2 plants in Pueblo and add 1,100 mw of new wind capacity, 750 mw of solar generation, and 380 mw of flexible gas sources. Htderabad, India-based renewable energy company Greenko Energy Holdings reports it will acquire Orange Renewables Singapore for $922 million. With the purchase, Greenko will hold approximately 907 MW of operating or new completion wind and solar assets along with 500 MW or more of pipeline assets.

Greenko has also announced announced an equity fundraising of $447 million.

Greenko is one of India's leading Renewable Energy companies, replacing fossil fuels with integrated decarbonized energy and grid assets enabling sustainable and affordable energy, with a net installed capacity of 3.2 GW across 13 States in India, and over 2 GW in pipeline soon to be operational, according to the company website. Rocky Mountain Power Seeking Renewables Project Bids (Ind. Report)

Salt Lake City-headquartered Rocky Mountain Power (RMP), a unit of Portland, Ore.-based PacifiCorp., a subsidiary of Berkshire Hathaway, reports it is seeking bids for new solar, wind and geothermal projects in Utah as part of an effort to increase renewable power generation on the PacifiCorp system.

The company is seeking proposals for 308,000 MWh of power generation -- approximately 40 MW of geothermal capacity or approximately 100 to 126 MW of wind or solar capacity -- sufficient power for about 34,000 typical Utah homes.

Customers sponsoring the request for proposal include Park City, Salt Lake City, Summit County, Park City Mountain Resort, Deer Valley Resort, and Utah Valley University, which are all working with Rocky Mountain Power to meet their clean air and sustainability goals through renewable energy.
