According to a notice last week by law firm Pierce Atwood, the Request for Proposals (RfP) is for renewable energy facilities with capacities of between 20 MW and 200 MW. The contracted period will be 10-15 years.
The competitive round is limited to "newly developed renewable energy resources" such as solar, wind, small hydro, eligible biomass, fuel cells, and waste-to-energy projects.
Each eligible candidate has to take part with at least one bid of 20 MW-200 MW and may also submit one or several alternative offers with capacities of between 200 MW and 400 MW. While projects do not have to be located within the state, they must "provide substantial direct economic benefits to Rhode Island, such as job creation or property tax revenues.

According to Birol's prediction, not only will wind account for over 30 pct of Europe's electricity generation -- more than any other energy source -- Europe's offshore wind capacity is on track to reach nearly 200 GW by 2040, and could in fact go much higher.

O&M-related expenditure constitutes 58 pct of all operational expenditure costs, much of which is due to reactive, unplanned maintenance. While the industry is increasingly turning to predictive maintenance programs and condition monitoring systems (CMS) that allow for proactive, cost-efficient interventions, these approaches rely on a continuous stream of high-quality, readable data to operate effectively and contribute to lowering the overall levelized cost of energy (LCoE).
However, at present asset owners and operators face significant challenges in accessing this data, as there is no clear approach to data access across equipment suppliers. Only a minority of OEMs allow significant and open access to data. In the main, OEMs manage access for users, providing a highly-processed subset of this data, or allowing no free access at all.
The high-quality performance data for optimized O&M which owners need does not include turbine specifications, load calculations or other potentially sensitive design IP, so there should be no excuse for restrictions on data access. But, of the top eleven CMS hardware providers -- who between them account for over 80 pct of the market -- only one gives full access to CMS data, and seven do not permit any access to data whatsoever, according to ONYX InSight.

"Biogas plants cannot be directly compared to other renewable energy sources like wind turbines, which produce electricity, according to Prof. Murphy, Director of the SFI MaREI Centre headquartered at the University College Cork (UCC) Environmental Research Institute and Leader of the International Energy Agency Biogas Task. In 2018, Gas Networks Ireland will introduce biogas onto the Irish gas network for the first time and they have a target of at least 20 pct of all gas used in Ireland to be renewable (decarbonized) by 2030. Siemens was awarded a contract from its German customer Innogy SE, to design, supply and build the grid connection for the 860 MW wind farm 32 km off the Lincolnshire coast.
Siemens will lead on the construction of a new four-hectare onshore substation at Bicker Fen, as well as offshore infrastructure, including two Offshore Transformer Modules (OTM).
Work is already underway on a new bell mouth entry point and 3.8 km access road to the new substation construction site. The onshore substation construction will start early 2019.

Nearly $6 million was awarded to SUNY campuses to train more workers in the clean energy sector. In addition, a request for proposals (RFP) was made available to all SUNY campuses for grants totaling $9 million to provide apprenticeships, internships, and educational programs and support through industry partnerships.
Of the awarded proposals, SUNY Canton will enhance its Solar Ready Vets program on-site at Fort Drum. Its training provides a micro-credential program in renewable energy specifically for veterans transitioning to civilian life. In another award, the SUNY Maritime Offshore Energy Center will develop a wind operations technician training program.

innogy SE acquired the Triton Knoll project from its parent company, Frankfort Germany-headquartered RWE and acquired a 50 pct stake from Norwegian renewable energy company Statkraft. In August, innogy sold a 41 pct stake in the project to two Japanese electric utilities, J-Power and Kansai Electric Power.

The O-Wind Turbine is a 25cm sphere with geometric vents mounted on a fixed axis. It can be used as a direct source of power or it can be fed into the electricity grid.
According to the designers, the technology can be used for developing on-grid and off-grid alternatives for the urban market as well as for motor homes, boats and other stand-alone applications of various sizes.

EEG funding for around 6,000 German wind turbines will expire on 1 January 2021. This corresponds to a total installed capacity of approximately 4,500 mw -- sufficient power for around 2.1 million households.
According to current data, around 14,000 wind turbines with a total installed capacity of around 17,000 mw will no longer receive EEG subsidies in the period 2021 to 2026. This corresponds to more than one third of the onshore wind power currently installed in Germany. and, since
wind farms are no longer eligible for EEG subsidies after 20 years, wind farm operators must submit a stability assessment and find alternative sales channels for the electricity.

The tender is being held under the framework of the Zambian REFiT Strategy, an initiative developed with the support of German development bank, KFW.
The REFiT program aims to initially tender up to 100 MW of PV and envisages the deployment of 200 MW small- and medium-scale renewable energy projects, up to a maximum size of 20 MW. Eligible renewables include solar PV, hydro, geothermal, biomass, waste energy and wind power.
The Department of Renewable Energy and Energy Efficiency at the African Development Bank has issued an expression of interest to arrange debt financing for the five 20 MW IPP solar projects.
The Zambian government is aiming to deploy 500 MW of solar PV over the next few years.
