NZ Investing in Methane Measurement Satellite (Int'l Report)

The Government of New Zealand reports it is investing $26 million in an international mission to find and measure agricultural, industrial and oil and gas industry methane emissions from space.

Cargill Recognized for Energy Efficiency Upgrades (Ind. Report)

Xcel Energy is reporting it has awarded Minnetonka, Wisconsin-based Cargill for its recently completed remodeling and energy efficiency upgrade of its 600,000 square foot corporate headquarters in Minnetonka.

The project upgrades included building automation system replacement, a new air handling unit and an upgrade to 90 pct of the electrical system, resulting in an over 3 million kWh over 650 kW totaling $568,000 in rebates, according to the Xcel release. ACEEE Report Lauds Mass. for Energy Efficiency (Ind. Report)

In its 13th annual scorecard, the American Council for an Energy-Efficient Economy (ACEEE) ranks Massachusetts, Vermont and New York among the most energy efficient states in the country.

Massachusetts placed first for the ninth year in a row on the strength of its 2008 Green Communities Act and Global Warming Solutions Act calling for increased energy efficiency and an 80 pct reduction in GHG emissions statewide by 2050. The state also adopted the 2018 International Energy Conservation Code.

The ACEEE report reviews states' efficiency initiatives and policies on utilities, transportation, building codes, appliances, and combined heat and power. Finland City Pilots Personal Carbon Trading App (Int'l Report)

In Finland, the city of Lahti (pop. 120,000) is the first city in the world to experiment with and test a personal carbon trading scheme -- a mobile phone app called CitiCAP -- that can detect the user's travel modes in real time, identify the user's transportation according to the speed, and calculate the corresponding carbon emissions, time and distance traveled. By choosing public transportation, walking or other sustainable travel modes the user can earn virtual credits exchangeable into sustainable services in the marketplace of the application.

Lahti residents can volunteer to participate in the testing. Once they become users, they receive their personal carbon budget for mobility. The city plans to incorporate the CitiCAP app program in its urban transport planning to help cut carbon emissions and fight climate change. Climate Transparency Reports G20 Emissions Targets Progress (Int'l.)

According to Climate Transparency's just released 2109 Brown to Green Report grading the climate performance of the G20 countries, Canada, South Korea and Australia are the furthest from meeting their Paris Climate Accord (COP15) greenhouse-gas emissions commitments.

The G20 nations account for 85 pct of global economic activity and in 2018 produced 80 pct of all greenhouse-gas emissions. About half the G20 members -- 19 countries with advanced economies plus the European Union collectively -- are on track to meet their current targets for cutting emissions by 2030 but those targets are much too mild. If every G20 member does not drastically scale up its targets, the G20 overall will produce more emissions in 2030 than it does today, according to the report.

Sunworks Awarded Northeast Region Solar Project (Ind. Report)

Roseville, California-based solar power systems specialist Sunworks, Inc. is reporting receipt of an engineering, procurement and construction (EPC) contract to develop a 370kW ground mount solar system for multi-unit residential project near Boston, Massachusetts. The project, which is being developed under the Solar Massachusetts Renewable Target (SMART) incentive program, is the largest residential solar project in the Bay State under the SMART initiative to date, according to the release.

With the incentives in place the developer will offset 100 pct of the energy required for operations and realize a savings of more than $1.8 million over the life the project. Work is expected to get underway before the year end, according to the release. NRDC Questions EU Biomass Power Generation Subsidies (Int'l.)

Burnout: EU Clean Energy Subsidies Lead to Forest Destruction, a new report from the not-for-profit National Resources Defense Council (NRDC) highlights the environmental impact of the practice of burning biomass as fuel.

For the purpose of allocating energy subsidies, the EU defines biomass as a clean energy source; however, the process of burning wood for electric power production both releases high levels of carbon emissions and contributes to the destruction of forest ecosystems. As forests act as a "carbon sink", absorbing CO2 which would otherwise be released into the atmosphere.

The report, which is based on research provided by economic policy consultancy Trinomics, covers biomass subsidies in 15 EU Member States between 2105 and 2018. Overall in 2017, the 15 Member States assessed for the report spent a total of €6.6 billion in direct subsidies for energy production using biomass. The report identifies Denmark as the highest subsidiser of biomass energy per capita followed by the UK and Germany. their renewable energy subsidies on biomass production.

According to the Burnout: EU Clean Energy Subsidies Lead to Forest Destruction report, "Burning trees for electricity is not renewable and not a viable climate solution. Critically, no EU Member State has formally ruled out burning forest biomass for electricity in the future. That can and should change before we (NRDC) publish our next assessment. In the coming years, we hope and expect that in EU countries where massive biomass industry subsidies have become entrenched, policymakers will redirect this financial support toward genuinely zero-emitting and renewable energy sources like solar and wind. Countries considering new policies and incentives to replace aging fossil fuel-based energy infrastructure, both inside and outside the European Union, must rule out incentives for burning forest biomass instead of or alongside coal." Irish Peat-Burning Power Plants Face Closure (Int'l. Report)

The Board proposed the plants be refitted to co-fire with peat and biomass from 2021 until 2027 when the plant could be fully biomass-powered. Common Weal Offers Climate Change Solutions Plan (Int'l. Report)

According to Glasgow-based Scottish think tank Common Weal's just released blueprint for a new Scottish Green Deal, Scotland should revolutionize global trading by replacing its value-added tax (VAT) with an environmental tax, introduce minimum pricing plans that reflect the true cost and damage of products to the planet, ban single use plastics and develop world-leading environmental standards on exports. The new plan also suggests it is time to rethink our addiction to polluting products.

The report rejects the idea that environmental issues can be fixed by individuals, claiming the causes of the environmental threats we face are structural, which means the solutions must be too. Researchers estimate the ambitious plans will take 25 years from start to finish to implement at an estimated cost of £170 billion over that period. Chicago Ranked Tops in Green Office Space (Ind. Report)

According to the 2019 National Green Building Adoption Index published by CBRE Group Inc., Maastricht University and the University of Guelph, Chicago is the nation's leader in energy-efficient office buildings for the third year in a row. The city added a near 2 pct gain over 2018, outranking San Francisco, Atlanta, Minneapolis/St. Paul and Los Angeles.

The index analyzed green-certified office space across America's 30 largest office markets and found the highest in the index's history at 42.2 pct -- up from 41.9 pct from 2018. According to the report, 71.1 pct of Chicago's office buildings are market-certified green and hold either an EPA ENERGY STAR® label, USGBC LEED certification, or both.

Global Energy Efficiency Growth Falls to Decade Low (Int'l. Report)

According to Energy Efficiency 2019, a new report by the International Energy Agency (IEA), the rate of progress in global energy efficiency for 2018 was the lowest in a decade. At the same time, global primary energy intensity improved by just 1.2 pct, the slowest rate since the start of this decade.

The rate of improvement has now declined for three years in a row, leaving it well below the 3 pct minimum that is central to achieving global climate and energy goals, according to an IEA statement.

The IEA report finds the recent deceleration in efficiency progress is a result of social and economic trends, combined with some specific factors such as extreme weather. At the same time, policy measures and investments are failing to keep pace with the rising energy demand. This means that new ways of policy thinking that move beyond traditional approaches are required, particularly to maximize the potential efficiency gains from the rapid spread of digital technologies throughout economies and energy systems.

The report includes a special focus on the ways in which digitalization is transforming energy efficiency and increasing its value. By multiplying the interconnections among buildings, appliances, equipment and transport systems, digitalization is providing energy efficiency gains beyond what was possible when these areas remained largely disconnected, according to the report.   • Hawaiian Counties Drive to Renewable Fuels Funded (Funding)

    Several counties in the Aloha State are getting $316,494 in Volkswagen Mitigation Settlement funds and $474,474 in cost sharing funds under the $2.5 million EPA Diesel Emissions Reduction Act (DERA) to boost their municipal fleets transitions to 100 pct renewable energy and fuels.

    The DERA grant is part of more than $9 million in nationwide funding to replace older diesel school buses with newer, cleaner fuel vehicles.

    Converting vehicles away from diesel and updating fleets is another step toward the state's goal of running municipal fleets on 100 pct renewable fuels and energy. In December 2017, four counties committed to make the move toward 100 pct renewable fuel sources in fleets, and three of those counties upped the time frame by 10 years during that agreement. Kauai County committed to transition away from the use of fossil fuels by 2035 and also committed to funding an EV charger incentive program in 2020 to help encourage installation of EV chargers around the island.     Korean Corporations Urged to Cut GHG Emissions (Int'l Report)

    The Korean Times is reporting Korean companies consume over 50 pct of the electric power generated from coal-fired power plants and contribute 30 to 40 pct of the country's greenhouse gas emissions. The Times notes that Korean companies, the main consumers of electricity generated by the coal-fired plants, need to transition to renewables but to date have been largely noncommittal to dropping fossil fuels.

    According to Kim Ji-seok, a climate and energy specialist at Greenpeace Seoul, "there are two ways for local companies to replace their energy sources with renewable energy. One is to build their own power plant and the other is to purchase the energy from a renewable resources power generator. However, the latter is not legal here. Besides, electric power generated by such plants accounts for only 3.5 pct of the total electricity used in Korea, which is way too small to meet market demand," Kim said.

    The state-run Korean Electric Power Corp. (KEPCO), which controls the majority of the country's electric power generation, is reportedly slow to adopt renewables. Another major factor attributing to high rate of greenhouse gases in Korea is the auto industry with Hyundai and Kia Motors emitting 401 million gross tons of carbon dioxide equivalent (CO2e) in 2018.     DOI Announces $5Mn for US Territories Energy Efficiency (Funding)

    U.S. Department of the Interior (DOI) is reporting over $5 million in fiscal year 2019 funding under the Energizing Insular Communities (EIC) program to support a variety of energy retrofitting and efficiency projects that are estimated to provide thousands in savings for the residents of the U.S. territories of American Samoa, Guam, the Commonwealth of the Northern Mariana Islands (CNMI) and the U.S. Virgin Islands.

    The Energizing Insular Communities grants for energy efficiency and related projects are going to:

  • American Samoa Power Authority -- $1,876,325 to conduct a retrofit and replacement of all 5,792 high pressure sodium street lights in the territory with LED fixtures over the next two years for an expected annual savings of $347,233.26 in electricity .

  • Commonwealth of the Northern Mariana Islands -- $785,000 for LED light systems on public buildings and pathways on the island of Tinian.

  • The Rota Commonwealth Utility Corporation -- $222,988 for a feasibility study for a 2 mw battery energy storage system and $160,000 to provide a PV system for the Rota aquaponics program site.

  • Commonwealth of the Northern Mariana Islands (CNMI) -- and $152,393 for professional services to update the CNMI's Strategic Energy Plan, last published in 2013. The Strategic Energy Plan, once updated, will continue to guide CNMI's overall efforts to reduce costs of energy in the territory and explore the best options for energy production in the territory.

  • Guam Power Authority -- $1,729,815 -- $620,428 to install solar arrays estimated to produce 93,072 kilowatt hours per year, which represents four percent of GPA's annual energy consumption, and roughly $36,000 in annual savings.

  • Bringing Energy Savings To Schools Program -- $586,771 for an LED lighting retrofit at the Agueda I. Johnston Middle School. The program is a collaborative effort between the Guam Power Authority and the Guam Department of Education to find ways to reduce costs of energy consumption at Guam’s public schools. Once the retrofit is completed, Johnston Middle School is expected to realize an annual savings of $49,763 in utility costs. An additional $522,616 to fund a LED lighting retrofit at the Maria A. Ulloa Elementary School which is expected to contribute to $38,946 in annual savings for the school.

  • U.S. Virgin Islands Energy Office -- $625,500 for the design, material procurement, and installation of a solar plus-storage micro-grid pilot project at the St. Croix Educational Complex's emergency hurricane shelter.

  • St1 Selects AF Poyry for Swedish Renewable Fuel Project (Int'l)

    Helsinki-headquartered St1 reports it has awarded Gothenburg, Sweden engineering firm AF Poyry with engineering contracts for a new renewable fuel production plant to be built in Gothenburg, Sweden. At a cost of SEK 1.5 billion ($156.2 million), the project is St1's largest ever.

    AF Poyry's services includes all engineering, procurement and scheduling services. The project consists of new units, revamp of existing units and new storage facilities. The new plant will produce approximately 200,000 tpy of renewable fuel in the form of HVO (Hydrogenated Vegetable Oils), a renewable transport fuel that can be blended into diesel or replace diesel. Production is expected to start early in 2022.

    Holland Fine-Tunes Climate Change Plan with Energy Efficiency (Ind Report)

    In Michigan, the city of Holland (pop. 35,000 +-) reports it is upgrading its Community Energy Plan -- the city's strategy to bring per capita GHG emissions down to 10 metric tons of carbon dioxide per capita over 40 years.

    With the recent the decommissioning of the coal-powered James DeYoung power plant and the opening of the Holland Energy Park natural gas plant, the city has already cut emissions from 24 metric tons per capita in 2010 to an estimated 17 metric tons as of 2017.   • draft a five-year plan for adapting the city's infrastructure for autonomous vehicles

  • secure a $3 million endowment for the Holland-Hope College Sustainability Institute.

    If all interim goals for 2021 are met, the changes are predicted to bring CO2 emissions levels down to 15.75 metric tons per capita.     Projects below the performance threshold will be able to choose between a performance pathway, which requires that they document a 20 pct reduction in energy usage over the 5 year compliance period, or complete a prescriptive list of required energy efficiency measures.     Indonesia Eying Chinese Palm Oil for Biofuels Market (Int'l.)

    In Jakarta, the Indonesian Office of the Coordinating Minister for the Economy reports it is anticipating a boost in palm oil exports to China, taking advantage of an opportunity opened up by the escalating trade war between Beijing and Washington.

    The move also presents the country with a respite from its planned phase-out of palm oil biofuel in the European Union, its second-biggest export market, and a likely increase in duties by India, its top export customer.

    To meet the expected Chinese market demand, Indonesian producers will increase yields through better technology and seeds, rather than more deforestation for palm cultivation. Currently there are 162,000 square-kilometers of palm oil plantations across Indonesia.

    As previously reported, the European Commission passed a measure in March to phase out palm oil-based biofuels by 2030, over environmental degradation concerns that palm production, often on land cleared of rainforest, contributes to global carbon emissions and thus exacerbates climate change. The Rainforest Foundation Norway estimates an area larger than the Netherlands might be destroyed to make way for oil palm plantations to feed biofuel demand through 2030.     MIT Touts New CO2 Emissions Capture Technology (New Prod & Tech)

    Massachusetts Institute of Technology (MIT) researchers are reporting a new technology to capture CO2 and other greenhouse gases from a stream of air. While most methods of removing CO2 from a stream of gas require higher concentrations -- such as those found in the flue emissions from fossil fuel-based power plants -- the new MIT method requires significantly smaller concentrations and little energy to suck out the gas even when present in very low concentrations, according to the MIT release.

    The researchers described the device as a large, specialized battery with a stack of electrodes that absorbs CO2 from the air passing over its surface as it was being charged, and then released the gas as it was being discharged.

    According to the researchers, the pure CO2 stream could be compressed and sequestered underground or processed into fuel through a series of chemical and electro-chemical processes.     US DOE Granting $28Mn In Funding For Wind R&D (Funding, R&D)

    In Washington, the US DOE reports it will allocate $28 million in funding to to 13 projects aimed at wind energy cost reductions, with a focus on offshore, distributed and onshore utility-scale wind.

    Of the total, as much as $10 million will go to two offshore wind technology demonstration projects -- Lake Erie Energy Development Corp (LEEDCo) will deploy innovative sensing technologies for tracking bird activity near wind turbines, while the University of Maine will develop a floating substructure design for a 10 MW -- 12 MW wind turbine and install it at a project off Maine.

    Roughly $7 million will support the testing of innovative offshore wind technologies at national-level testing facilities, with the funding to be shared by six projects including Clemson University which is aiming to improve offshore wind turbine nacelle testing. In another project, the Massachusetts Clean Energy Centre in Boston is seeking to upgrade its testing facility to make possible the structural testing of wind turbine blades with lengths of between 85 metres and 120 metres.

    Other recipients include Oregon State University of Corvallis for tests on the combined effects of wind and waves on floating offshore wind turbines. Four of the 13 selected projects will receive a total of $6 million to support rural utilities by developing technologies that integrate wind with other distributed energy resources.     In western Pennsylvania, the Lawrence County Commissioners report they are considering instituting PA C-PACE -- the Pennsylvania Commercial Property Assessed Clean Energy Program -- to help businesses finance renewable energy and energy efficiency and energy savings projects.

    The program allows commercial building owners to obtain low-cost, long-term energy related financing for existing and new construction of commercial, agricultural, industrial and nonprofit properties. Individual property owners would voluntarily sign up to use C-PACE by developing a project with a private lender and developing the repayment terms. A C-PACE lien would transfer upon the sale of the building to the new property owner.

    Moscow's Long Range Climate Change Plans Quashed (Int'l Report)

    The Moscow Daily is reporting the Russian government has drastically watered-down its new national carbon trading system and penalties for major emitters as part of its climate change plan in the face of resistance from the country's largest companies and the Russian Union of Industrialists and Entrepreneurs (RSPP). The government will however, go ahead with proposals to measure and collect data on emissions as part of a five-year green audit, according to the Moscow Daily report.

    Following the Paris Climate Agreement in 2015, the Russian government proposed introducing new climate legislation in two phases -- a five-year stock-taking exercise to measure company-level emissions and set appropriate quotas for reducing emissions and a carbon cap on the country's biggest polluters and penalties for those that exceed their quotas.     Pattern Acquiring Two Wind Power Facilities fo $293Mn (M&A)

    Pattern Energy Group reports it will acquire ownership interests in the Henvey Inlet Wind facility in Ontario and the Grady Wind facility in New Mexico for a total of $293 million. To that end, Pattern notes it has inked an agreement for a $260-million private placement of perpetual preferred stock with certain institutional investors and intends to use a portion of the net proceeds to finance the two acquisitions.

    IRFA Dumps on Trump EPA's RFS Proposal (Opinions, Editorials & Asides)

    "The (Trump EPA) proposal today essentially asks Iowa farmers and biofuels producers to trust that EPA will do the right thing on SREs in 2021 when they have spent the last two years weaponizing SREs to unfairly undermine the RFS.

    "It is unreasonable and counter productive to expect Iowans to put their faith in EPA to fix the SRE problem when they (EPA) were the ones who created the crisis in the first place." -- Monte Shaw, Exec. Dir., Iowa Renewable Fuels Association.

    Last week Shaw commented: "We welcome the (Trump RFS) proposal to restore integrity to the RFS. We will work with our champions and the White House to make sure the EPA's final rules ensure that a 15 billion-gallon RFS will actually be a 15 billion-gallon RFS. If that is accomplished, the integrity of the RFS will have been restored and President Trump's promise to protect and uphold the RFS will have been redeemed."     Lake County Ill. Opts for PACE Energy Efficiency (Ind. Report)

    Near Chicago, Lake County reports it will create a Property Assessed Clean Energy (PACE) program to let owners of commercial buildings finance renewable energy, energy conservation and efficiency improvements at reasonable rates secured by liens against the improved property. Lake County will receive a small fee from each financed project to offset the cost of whatever work the county staff incurs.

    An independent program administrator will link potential borrowers with approved lenders.. The county would collect loan payments and interest over time through an assessment on the borrower's property tax bill to pay off the lien. The next step for Lake County officials is requesting proposals from companies interested in administering the program. Programs in DuPage County and Kane County are run by the not-for-profit Illinois Energy Conservation Authority .     NIPSCO Seeks Massive Boost to Renewables Capacity (Ind. Report)

    In the Hoosier State, the Merrillville-based utility NIPSCO is reporting issuance of solar energy request for proposals (RFP)as it looks to retire coal-fired power generation by 2028 and replace it with renewables in keeping with its goal of reducing its greenhouse gas emissions by 90 pct by 2030.

    NIPSCO, the largest natural gas provider and the second-largest electricity provider headquartered in Indiana, currently generates power from natural gas, coal, hydroelectric, purchased wind power and customer-owned renewables. The utility is specifically soliciting proposals for thermal energy, 300 MW of wind capacity, and 2,300 MW of solar or solar paired with storage. NIPSCO's RFP seeks to produce more solar than is reportedly currently installed in Indiana, Illinois, Michigan, Ohio, Minnesota and Wisconsin combined.     EIA Report Calls for Improved Energy Efficiency (Ind. Report)

    In its Energy Efficiency 2018 report, the International Energy Agency (IEA) examines the ways global energy efficiency could be improved over the next two decades. It bases its estimates on a world with 60 pct more building space, 20 pct more people and a GDP that is double what it is today. Those increases will significantly affect energy demand, use and production, so energy efficiency will be critical in controlling their contribution to GHG emissions, according to the report.

    The IEA report notes: energy efficiency gains could "allow the world to extract twice as much economic value from the energy it uses today"; efficiency would cut consumer energy bills by more than US$500 billion annually and, by 2040, provide 40 pct of the GHG reductions the world needs to meet Paris Agreement commitments.

    Rutgers Awarded $1.3Mn for Offshore Wind Turbine Research (Funding)

    In the Garden State, New Brunswick-based Rutgers University reports Professor Onur Bilgen, an assistant professor in the Department of Mechanical and Aerospace Engineering, was recently awarded a U.S. DOE Advanced Research Projects Agency-Energy (ARPA-E), $1,356,872 grant for wind turbine research.

    The ARPA-E's Aerodynamic Turbines Lighter and Afloat with Nautical Technologies and Integrated Servo-control (ATLANTIS) program focuses on three areas critical to the successful development of radically new floating offshore wind turbines (FOWT) -- new designs, new computer tools, and experiments that collect data to validate the FOWT designs and computer tools.

    Bilgen and his team plans to use their software to design a FOWT that generates more electricity while using fewer materials to manufacture and reducing turbine maintenance and operational costs.     Texas Tech Prof. Funded to Improve Chemical Plant Energy Efficiency (Ind. Report, Funding)

    Texas Tech University chemical engineering professor Chau-Chyun Chen, the Jack Maddox Distinguished Engineering Chair in Sustainable Energy, is investigating chemical plant design and construction in an effort to make them smaller and more energy efficient.

    In support of that effort, Prof. Chau-Chyun Chen has been awarded a four-year $1.1 million grant from the Rapid Advancement in Process Intensification Deployment (RAPID) Manufacturing Institute, a public-private partnership between the US DOE Advanced Manufacturing Office (AMO) and the American Institute of Chemical Engineers (AIChE).

    Chen and his team will work to advance the process simulation software used when designing these chemical plants that physically require less space use less energy.
