LEEDCo Appeals Icebreaker Wind Deal Breaker Ruling (Ind. Report)

Following up on our 27th May report, Cleveland-based Lake Erie Energy Development Corporation (LEEDCo) is calling for the Ohio Power Sitting Board (OPSB) to reconsider its ruling that the 20.7 MW Lake Erie (offshore) Icebreaker Wind demo project cease operations every night from March until November, which renders the project "financially untenable", according to LEEDCo.

As previously reported, the project was reviewed by more than a dozen state and federal agencies including U.S. Fish and Wildlife, Ohio EPA, and others. It has the support of many environmental groups, including the Sierra Club, the Environmental Defense Fund, and the Ohio Environmental Council. Copenhagen Approves Energy Islands Hubs (Int'l Report)

In Copenhagen, the Danish parliament reports it has approved plans for the world's first two energy island "hubs" and a 1GW North Sea offshore wind farm as included in the government's new climate plan . Technology-specific onshore wind and solar PV tenders for the project would be held in 2020 and 2021. According to Copenhagen Infrastructure Partners (CIP) the energy islands could be completed without government funding due to investors' -- Pension Danmark, PFA and SEAS-NVE -- expressed €50 million combined interest in the project.

Enel Green Power's 144 MW Chilean Wind Project Underway (Int'l.)

Louisiana PSC Grants $1Mn in Energy-Efficiency Funding (Ind. Report)

In Baton Rouge, the Louisiana Public Service Commission (LPSC) reports the awarding of more than $1 million in energy efficiency grant funding to local governments and parish school systems in Northeast Louisiana.

The grants, which range from $9,875 to $219,896, will fund the installation of high-efficiency LED lights and energy-efficient windows in buildings operated by local governments and public schools. The grant money will come from a surcharge on electric bills paid by cities, parishes and other political subdivisions that receive their electricity from Entergy, SWEPCO and CLECO utilities. Capital Power Touts Whitla Wind Project Expansion (Ind. Report)

Eni Acquires 3 Italian Onshore Wind Farms (Int'l Report, M&A)

In Beijing, the China National Bureau of Statistics (NBS) reports the nation's major power plants generated 593.2 billion kilowatt-hours of power in May -- up 4.3 pct year on year -- and 4 pct higher than that of April.

Enel's Cimarron Bend Wind Farm Expansion Underway (Ind. Report)

Delaware Updates Building Energy Efficiency Codes (Ind. Report)

In Dover, the Delaware Division of Climate, Coastal and Energy (DNREC) is reporting building code updates that include energy efficiency improvements, increased residential air sealing requirements, hot water pipe insulation, and energy efficient windows and lighting options, as well as more efficient heating, ventilation and air conditioning system operation resulting from these improvements.

Delaware first established a minimum statewide code for energy conservation in 1979. The code, which is based on standards set by the International Code Council (ICC) and the American Society of Heating, Refrigerating and Air Conditioning Engineers (ASHREA) was last updated in 2009.

The update includes a six-month transition period, during which the Division of Climate, Coastal and Energy will provide targeted training and technical assistance to the construction industry and code enforcement officials. Topics covered by the training will include an overview of the changes, practical compliance strategies, particularly for the building envelope requirements in the new energy codes, construction and design strategies for air sealing smaller homes, and hot water pipe insulation and HVAC duct design. GE Renewable Energy, 3D printed construction specialist COBOD and cement giant LafargeHolcim are announcing a collaboration to co-develop processes for 3D-printed concrete wind town bases as well as produce a wind turbine prototype with a printed pedestal, a production ready printer and materials to scale up production.

Printing a variable height base directly on-site with 3D-printed concrete technology will enable the construction of towers up to 150-200 metres tall, according to the release.

Xcel Advancing $3Bn Solar, Wind Projects Plans (Ind. Report)

Xcel Energy is proposing to accelerate nearly $3 billion in spending on new large renewable-energy projects, including a new solar plant in Becker that would be at least four times larger than Minnesota's current largest solar array.

Xcel would also speed up the planned repowering of four older wind farms with new turbines and other new equipment at a projected cost of $1 billion to $1.4 billion. The wind farm repowering, which hed been previously scheduled for the late 2020s, would allow Xcel to take advantage of federal tax credits.

Xcel would also be able to use federal tax credits for a 450-MW solar plant, which would cost up to $650 million and be located next to the company's coal-fired plant in Becker. Xcel had been planning to add 3,000 MW of new solar power on line 2026 through 2030 as its coal plants are shutdown.

Xcels' push to advance its renewables projects is in response to the Minnesota PUC's call for the state's electric and gas utilities to "assist in Minnesota's economic recovery from the COVID-19 pandemic." Innogy's Triton Knoll Installs Second Offshore Substation (Int'l.)

Innogy is reporting the second offshore substation platform (OSP) incorporating Siemens Energy offshore transformer module technology has been installed at the 860MW Triton Knoll offshore wind farm off the east coast of England.

HECO Seeking Renewable Energy Projects Locations (Ind. Report)

In Honolulu, the Hawaiian Electric Company (HECO) has issued a request for information (RFI) from land and building owners on the islands of O'ahu, Hawai'i Maui, and Moloka'i with sites that could be available for future HECO renewable energy projects.

HECO is seeking parcels as small as one acre and rooftops with at least 3,200 square feet of usable space for future development of grid-scale wind, solar and community solar projects. The location should be reasonably flat and sunny and can include open space of any kind, including large parking lots that could be covered with a shading roof of solar panels.

In Abu Dhabi, the Abu Dhabi Future Energy Company (MASDAR) is an agreement with the Uzbekistan Ministry of Investments and Foreign to develop and operate a 500-MW wind farm project in the country's Navoi region. The project, which is being supported by the London-based European Bank for Reconstruction and Development (EBRD) and the Government of Japan, is expected to be commissioned and online in 2024.

Ocean Renewables Touted as Climate Change Solution (Ind. Report)

The attached report from the Ocean Renewable Energy Action Coalition's (OREAC) Ocean Panel has found that ocean-based renewable energy, such as offshore wind, floating solar, tidal and wave power, could meet nearly 10 pct of the global annual greenhouse gas (GHG) emissions reductions needed to remain on a Paris-compliant 1.5 degrees C pathway in 2050.

The report estimates that up to 85 pct of this decarbonization potential will come from offshore wind. 1,400 GW of offshore wind would power one-tenth of global electricity demand while saving over 3 billion tpy of CO2 -- equal to taking 800 million cars off the road.

OREAC is spearheaded by Orsted and Equinor, and includes other major players in the global offshore wind industry: CWind, Global Marine Group, JERA, MHI Vestas, MingYang Smart Energy, Mainstream Renewable Power, Shell, Siemens Gamesa Renewable Energy, TenneT, and GE Renewable Energy. Additional partner organisations include Global Wind Energy Council, World Resources Institute, UN Global Compact, the Chinese Wind Energy Association and Ocean Energy Systems.

Alberta Abandons Provincial Energy Efficiency Agency (Ind. Report

On the Canadian Prairies, the office of Alberta Environment Minister Jason Nixon has announced the closure of Energy Efficiency Alberta and the transfer of the 2017-vintage agency's $8-million budget into other departments or the current Emissions Reduction Alberta.

Energy Efficiency Alberta received funding from a provincial carbon tax on gasoline and heating fuels. The agency issued initiatives and rebates on everything from solar panels to energy-efficient appliances, windows, insulation, LED light bulbs and low-flow shower heads. The rebates were cancelled last fall. Aussie Small Turbine Specialist Raises $400,000 (Int'l. Funding)

In the Land Down Under, University of Newcastle spin-out Diffuse Energy reports it has secured $400,000 in seed funding from Shearwater Growth Equity to scale production of its very small, enclosed-blade diffuser wind turbine technology.

The company's plan is to use the lightweight turbines to plug into existing telecommunications infrastructure, enabling rapid setup of turbines in hard-to-service locations. Danish wind turbine specialist Vestas is reporting a service agreement with Brisbane, Australia-based global energy producer EDL Energy for the company's three Australian wind farms of Coober Pedy in South Australia, Cullerin Range in New South Wales and Wonthaggi in Victoria. Under the agreement, Vestas will maintain 23 Senvion MM82-2.05 MW wind turbines across the three sites for a total of 47 MW, effective immediately.

With this agreement, Vestas' service portfolio of Senvion turbines in Australia stands at 287 MW, and to over 300 MW across the Asia Pacific region. National Grid Supports UN Race to Zero Campaign (Ind. Report)

DTU IDs CO2 Capturing Enzymes (Int'l. R&D, New Tech & Prod.)

Researchers at the Technical University of Denmark, DTU Bioengineering report they have identified a number of enzymes that can capture CO2 and transform it into sustainable chemicals with the use of electricity from the wind turbines. The specific enzymes can effectively convert carbon dioxide into formic acid and then into methanol.

The DTU Bioengineering scientists contend that Denmark can become a market leader if there is a high production of the particular enzymes.

The not-for-profit National Offshore Wind Research and Development Consortium (the Consortium) is reporting the selection of 12 projects for contract negotiation, completing its first solicitation for offshore wind research and development technology projects.

The 12 awards totaling $10.3 million will support a variety of research areas, including comprehensive U.S. supply chain analyses, studying the impacts of offshore wind on the electric grid system and innovations in anchoring structures. The awarded projects include:

  • Alabama Issues Weatherization, Energy Efficiency Grants (Funding)

    In Montgomery, Alabama Gov. Kay Ivey (R) reports the awarding of $3.2 million to 14 community agencies as part of the state's Weatherization Assistance Program. The program provides funds to improve the energy efficiency and lower energy costs for qualifying homes. Priority is given to people with disabilities, the elderly and low-income households with children.

    Under the program, qualifying homes receive an energy audit to determine the most cost-efficient measures. Common improvements include installing extra insulation in the attic, walls and floor; sealing air leaks around doors and windows; repairs or tune-ups for air conditioning and heating units; and replacing incandescent light bulbs with high-efficiency bulbs.

    In the Land Down Under, the Perth-based Asian Renewable Energy Hub reports its nearing 15 gigawatts of solar and wind generation capacity with the Western Australia state Environmental Protection Authority's conditional approval of its proposed wind-solar-green hydrogen manufacturing project that would supply the Pilbara region.

    The mega renewables project has been in the planning stages since 2014 and was revealed in 2017 as a 6-gigawatt hybrid plant. Since then, the proposed facility's generation capacity has been scaled up to 9, 11 and as of 2019, 15 GW.

    The original plan was for the project to export clean electricity to Jakarta and Singapore via sub-sea high voltage DC cables, but the focus has shifted to domestic industrial users, with more than half the output allocated to the Pilbara region.     U.S. Treasury, IRS Regulations Help Businesses Claim Carbon Capture Credits (Ind. Report, Reg. & Leg.)

    In Washington, the US Treasury Department and the Internal Revenue Service this week issued proposed regulations to help businesses understand how legislation passed in 2018 may benefit those claiming carbon capture credits. The proposed regulations provide guidance regarding two new credits for carbon oxide captured using equipment originally placed in service on or after February 9, 2018, allowing up to: $50 per metric ton of qualified CO2 for permanent sequestration, and up to $35 for Enhanced Oil Recovery purposes.

    Neither of these new credits is subject to a limitation on the number of metric tons of qualified carbon oxide captured. The new law also expanded carbon capture to include "qualified carbon oxide". Prior to the change in law, carbon capture was limited to a total of 75,000,000 metric tons of qualified carbon oxide.

    The proposed regulations address procedures to determine adequate security measures for the geological storage of qualified carbon oxide, exceptions to the general rule for determining who the credit is attributable to, procedures for a taxpayer to make an election to allow third-party taxpayers to claim the credit, standards for measuring utilization of qualified carbon oxide and rules for credit recapture.

    In Notice 2020-12, the IRS provides guidance to help businesses determine when construction has begun on a qualified facility or on carbon capture equipment that may be eligible for the carbon capture credit. This notice provides broad guidance in lieu of taxpayers requesting private letter rulings in this area.

    In Revenue Procedure 2020-12, the IRS creates a safe harbor for the allocation rules for carbon capture partnerships similar to the safe harbors developed for partnerships receiving the wind energy production tax credit and the rehabilitation credit. The agreement allows the sharing of data and resources to identify solutions to meet future needs with net 100 pct renewable energy, planning for electrification of freight, cargo and logistics equipment, and energy efficiency programs.

    Work will begin by developing a 10-year power use forecast for the current UIPA jurisdictional land that identifies how much power is needed, followed by a renewable energy generation and storage forecast to serve as a roadmap for future action that includes resource type (wind, solar, battery, renewable energy credits, etc.), resource size (in megawatts), and capital.
