Malta, Vistra, SwRi Study Clean Power, Energy Storage (Ind. Report)
Cambridge, Mass,-based thermal energy storage specialist Malta Inc. and retail electricity and power generation company Vistra, in collaboration with Southwest Research Institute (SwRI) have won US DOE grant funding to study how Malta's energy storage system can improve the environmental and economic performance of a natural gas-powered power plant.
The study will focus on integration of the Malta Pumped Heat Energy System (PHES) with a Vistra owned natural gas-fired plant to optimize its environmental and economic performance. The Malta system will convert and store that energy as heat then convert it back to electricity that can be redistributed on demand and can store eletric power for up to 200 hours. PG&E Seeking Battery Energy Storage Project Approvals (Ind Report)

In the Golden State, Pacific Gas & Electric (PG&E) reports it is seeking California PUC approval for seven battery projects totaling 423 MW -- 1.7 GWh of energy storage capacity -- to meet its share of a statewide procurement that must be brought online by late next year to assure statewide grid stability.
PG&E's proposal represents a major boost to a battery fleet that's already set to be the largest in the world. PG&E's major projects include a 300-MW/1,200-MWh project by Irving, Texas-based Vistra Energy and a 182.5-MW/730-MWh project from Tesla being built near a natural-gas plant in Monterey County.
PG&E is also adding another 100 MW/400 MWh of battery plant from Vistra and three 50-MW/200-MWh systems to the existing 50-MW Diablo Energy Storage project being constructed by LS Power in Contra Costa County.

Vistra Announces CO2 Emissions Reduction Targets (Ind. Report)
Irving, Texas-headquartered electric power generator and provider Vistra Energy is reporting its long-term emissions reduction targets to achieve a greater than 50 pct reduction in CO2 equivalent emissions by 2030 as compared to a 2010 baseline and a greater than 80 pct reduction in CO2 equivalent emissions by 2050 as compared to a 2010 baseline. The company also aims to reach net-zero carbon emissions in the same timeframe assuming necessary advancements in technology and supportive market constructs and public policy, according to a release.
Since 2010 Vistra's combined power generation portfolio has decreased CO2 equivalent emissions by more than 31 pct, removing nearly 170 million metric tons of CO2 equivalent emissions from the atmosphere, according to the company which recently announced the anticipated retirement of approximately 2.5 GWs of coal assets in Illinois. The Illinois closure will further reduce the company's CO2 equivalents an additional 11 pct compared to a 2010 baseline.
In total, since 2010, Vistra and its predecessor companies have retired, or announced plans to retire, nearly 13 GW of fossil generation, including 14 coal generation plants and 3 natural gas generation plants.
Vistra notes it believes a national or regional, economy-wide carbon fee is the ideal public policy solution to appropriately incentivize investments in carbon-free and carbon-reducing technologies.

350-MW Foard City Texas Wind Farm Now Online (Ind. Report)

Longueuil, Quebec-based Innergex Renewable Energy Inc. reports its 350.3-MW Foard City, Texas wind farm has begun commercial operation. The 139 GE wind turbine project benefits from a 12-year PPA with Vistra Energy for 300 MW of the wind farms total installed capacity, with the remainder to be sold at merchant market price.

Fifth Ill. Coal-Fired Power Plant Closure Announced (Ind Report)
In Illinois, Irving, Texas-headquartered Vistra Energy on Monday reported it will shut-down the coal-fired E.D. Edwards power plant -- reportedly among the state's dirtiest such facilities -- south of Peoria within three years. The closure will eliminate the millions of pounds of carbon dioxide the coal plant emitted each year, an amount equivalent to taking more than 337,000 cars off the road.
The closure resolves a six-year old federal lawsuit filed by environmental groups, which documented various power plant owners failure to install modern pollution-control equipment. Four other Illinois coal-fired power plants -- Coffeen Power Plant, Duck Creek Power Plant in Canton, Havana Power Plant, and Hennepin Power Plant -- will be closed by the end of the tear in order to comply with the Illinois Pollution Control Board's (IPCB) recently approved revisions to the Multi-Pollutant Standard rule.

Illinois Coal-Fired Power Plants Getting the Axe (Ind. Report0
Irving, Texas-headquartered Vistra Energy are reporting it and its subsidiaries will be shuttering four Illinos, coal-fired power plants -- Coffeen Power Plant, Duck Creek Power Plant (in Canton), Havana Power Plant, and Hennepin Power Plant -- in order to comply with the Illinois Pollution Control Board's (IPCB) recently approved revisions to the Multi-Pollutant Standard rule.
The Multi-Pollutant Standard rule regulates emissions and calls for a reduction in annual mass caps for SO2 and NOx, requiring the company to permanently shut down 2,000 MW of capacity from the eight MPS group of plants by the end of the year, pending approval by grid operators -- Midcontinent Independent System Operator (MISO) and PJM Interconnection, and approval of the termination of certain tariffs by FERC. The revised rule also requires adjustments of these annual caps as additional power plant units are shut down or transferred. As a result, the retirement of the four plants will further reduce annual allowable SO2 and NOx emissions in the MPS group of plants, driving total allowable emissions down by 57 and 61 pct respectively.
CO2 emissions will also be significantly reduced by approximately 40 pct relative to 2018 levels.

Vistra Supports Illinois Coal to Solar and Energy Storage Act of 2019 (Reg & Leg, Ind. Report)
In the Lone Star State, Irving-based integrated power company Vistra Energy reports it supports the Illinois Coal to Solar and Energy Storage Act of 2019
-- legislation to be filed in the Illinois General Assembly. VIstra views the act as a "visionary and comprehensive transition plan" for its subsidiaries' central and southern Illinois coal plants.
The Act will help mitigate the uncertainty surrounding these power plants and spur investments in new renewable energy and battery storage projects across Illinois as well as sustain otherwise uneconomic generation for five years while allowing time for additional capacity to come online.
Currently, as much as 75 pct of Vistra's subsidiaries' -- TXU Energy, Homefield Energy, Dynegy and Luminant -- downstate generation capacity located within MISO Zone 4 is at risk of closure by the end of 2019. Vistra's subsidiaries' nearly 5,500 MW of generation capacity accounts for 40 pct of MISO Zone 4's summer capacity.
The Illinois Coal to Solar and Energy Storage Act will:
Redevelop downstate coal plant sites into utility-scale solar and energy storage;
Help meet Illinois' commitments to emission reductions and the Paris Climate Agreement;
Increase grid stability, reliability, and renewable resources through energy storage; Responsibly retire existing downstate capacity by keeping otherwise at-risk plants online through 2024;
Provide an orderly transition process for energy workers and plant communities;
Reinvest in downstate plant communities and support local business property tax base by continuing to operate on the existing plant sites with new renewable assets, rather than simply retiring and closing coal plants.

Luminant Touts Tex. Battery Energy Storage Installation (Ind. Report)
Texas-based utility Luminant is reporting the launch of its 10-MW/42-MWh Upton 2 lithium-ion battery storage system at its 180-MW Upton 2 Solar Power Plant near McCamey in Upton County Texas. The installation is the largest system in the South Central state, according to the utility.

Luminant Awarded $1Mn for Solar Energy Storage Project (Funding)
In the Lone Star State,
the Irving-based utility Luminant is reporting receipt of $1 million in grant funding from the Texas Commission on Environmental Quality for construction of the state's largest electricity storage facility. The project will be constructed adjacent to Luminant's 180-MW Upton 2 solar power plant in West Texas. The project's 10-MW battery would be the seventh largest in the U.S., according to Luminant.
This would be the first large battery installation in Texas for Luminant's parent company Vistra Energy, which has already proposed building the world's largest battery in California.
The Upton 2 plant is one of the largest solar facilities in Texas. At full capacity, it could generate enough electricity to power 56,700 average Texas homes. The battery will be capable of generating 42-megawatt hours of the electricity when fully charged.
