Pyrolysis oil produced from sustainable solid biomass materials such as sawdust or agricultural residuals is a low carbon feedstock suitable for refinery upgrading. Biomass-based pyrolysis oil can qualify as an Annex IX Part A feedstock under the EU Renewable Energy Directive. Pyrolysis oil co-processed in an FCC is an economically attractive method of meeting RED biofuel mandates for Advanced Biofuels.

The plant conversion is part of a larger project that intends to convert the existing plant for the large-scale production of renewable fuels. To begin with, five pct rapeseed oil will be combined with the fossil raw material for a limited period. This test process is within the conditions of the existing environmental permit and represents an important basis for the refinery's conversion.
The increased renewable production will play an important role in ensuring Sweden achieves its climate targets. The conversion is estimated to reduce emissions in the entire value chain by between 1.2 and 1.7 million tpy of CO2 of which the largest reduction will take place in road traffic. At the same time, renewable fuel production will be accommodated within existing carbon dioxide emissions from the refinery. The plant is expected to be operational by 2024 at the latest, according to the release.

Industry's commitment is considered crucial for the Norwegian government's investment in the project, which aims at capturing and storing up to 5 million tonnes of CO2 from various industrial sites onshore.

The scope of Aker's work includes pilot testing of carbon capture from the oil refinery flue gas in industrial conditions. The
test is intended to assess the carbon capture process performance such as solvent degradation rate, energy efficiency and percentage of CO2 captured which will be included in the possible later design and implementation of a large-scale capture plant.

According to the petition, requiring utilities to purchase power from wood-burning plants at above market prices is a violation of federal law that gives FERC sole authority to set wholesale prices for electricity. The petition claims that "precedent from the Supreme Court and this Commission make clear that whatever the states may do to encourage the use of renewable or fuel-diverse generation, they may not advance those objectives by setting the price for wholesale sales of electricity."
The petition asks for a declaratory order that SB 365 is preempted by federal law on or before Feb. 1. That's when electricity customers in the Eversource franchise area, more than 70 pct of the state, would begin paying the higher rates.
