CT. Regulator Touts Energy Storage Incentives Program (Ind. Report)

In New Brittan, the Connecticut Public Utility Regulatory Authority (PURA) is touting its Energy Storage Solutions program offering upfront money to help homeowners or business pay for the installation of battery energy storage systems designed to deploy 580 MW of behind-the-meter battery storage throughout Connecticut by the end of 2030.

The program, which is paid for by rate payers and jointly administered by the Connecticut Green Bank, United Illuminating and Eversource, is part of PURA's effort to modernize the electric grid and in line with state legislation calling for 1,000 MW of energy storage by 2030. Program highlights include:

  • Pairing a battery with solar yields the greatest benefits -- Linking a battery to a rooftop solar system is the most efficient use of the technology, said Sergio Carrillo, director of incentive programs at the Green Bank.

  • . Upfront incentives are highest for low-income customers and customers in distressed municipalities. -- For the first 10 megawatts of storage deployment, the upfront incentive for the average customer will be $200 per kilowatt-hour. That works out to a savings of about $2,700 for a customer buying a Tesla Powerwall.

  • Utilities will pay to dispatch power from homeowner battery during anticipated periods of peak demand. -- In return for the upfront incentive, program participants must allow Eversource and United Illuminating to passively dispatch power from their batteries between 3 and 8 p.m. on weekdays in June through August.

  • The federal tax credit for solar can further offset battery costs. The federal investment tax credit can be taken on the cost of a battery if it is being installed with a solar system, noted Rauscher, of Sunrun. The credit, which can be claimed on federal income taxes, is 26% for systems installed in 2022, and 22% for systems installed in 2023.     Tesla reports it has broken ground on a new Megafactory to produce Megapack stationary energy storage batteries for Powerwall, Powerpacks and Megapacks in Lathrop, California. The 3 MWh Megapack battery systems is Tesla's third stationary energy storage product after the Powerwall and Powerpack.

    Tesla Touting Aussie Powerwall Energy Plan (Int'l. Report)

    In the Land Down Under, , Tesla reports it is expanding its Virtual Power Plant and Tesla Energy Plan. The Virtual Power Plant allows Tesla Powerwall owners to maximise energy savings through flexible time of use rates by monitoring and managing Powerwall usage patterns to help ensure the home is powered by the most efficient source.

    The Tesla energy plan offers: Monthly Grid Support Credits; Limit of 50 Powerwall discharge cycles per year; Extended warranty, up to 15 years on new Powerwalls; Virtual Power Plant that is purpose built for Powerwall; No Lock in contract energy plan; Minimum 20 pct Back-up reserve during a grid outage, and an Australian Based Customer Service Team Current Tesla Powerwall owners can now join the program or homeowners can buy new Powerwalls to join the program.     Revolusun Launches Solar+Storage Incentive Program (Ind. Report)

    In the Aloha State, Honolulu-based Revolusun is touting its Home Battery Rewards -- solar energy and energy storage program. The five year, multi-island, multiple Grid Service Program for residential customers with a solar system paired to a Tesla PowerWall battery.

    The program is for Islands of Oahu, Maui, Hawaii where roughly 6,000 homes are expected to participate in the program. The program is limited to approximately 4,000 customers on Oahu. Participants will be rewarded with monthly adjustments on their energy bills, or receive payment, for having their batteries available should the Grid need their services. The reward will be applied to their electric bill every month and in cases where people already have low electric bills, some customers will receive a check from the utility. The size of the reward depends on the number of batteries the home has and how available they are for providing grid services.

    Tesla Touts Energy Storage, Rooftop Solar Growth (Ind. Report)

    In an earnings call, Tesla reported its energy storage deployments grew 71 pct year-over-year in Q1, 2021, largely due to "the popularity of its Powerwall product." Tesla deployed 260 MWh of storage in Q1 of 2020 and 1,584 MWh in Q4, dropping to 445 MWh in Q1, this year.

    Tesla also noted rooftop solar deployments climbed to 92 MW in Q1, its strongest quarter in 2.5 years. Solar roof deployments grew 9x compared to the same period last year.     GREC Larimer Solar+Storage Project Now Online (Ind. Report)

    The 150-acre Rawhide Prairie Solar site at the Platte River Power Authority's Rawhide Energy Station will deliver solar output to Platte River under a 20-year power purchase agreement.The project brings Platte River's total solar capacity to 52 MW.     Tesla's 2020 Energy Storage Deployments Jump 83 pct (Ind. Report)

    According to its Q4 and FY2020 earnings report, Tesla's energy storage deployments grew by 83 pct from 2019 to 2020 and surpassed 3GWh in a single year.

    The growth is driven by growing demand for the company's utility-scale Megapack and Powerwall energy storage units. Due to backlog, Tesla's energy storage business has been "supply constrained", yet Tesla is aiming to increase its supply chain and production capacity, the report noted.

    In the Golden State, Pacific Gas and Electric Co. (PG&E) and Tesla are reporting construction is underway on a massive lithium-ion battery storage system (BESS) at PG&E's electric substation in Moss Landing in Monterey County, Calif. Upon completion, the facility will be one of the largest utility-owned, lithium-ion energy storage systems in the world.

    The system will incorporate 256 Tesla Megapack battery units on 33 concrete slabs. Transformers and switch gears will be installed along with the Megapacks to connect energy stored in the batteries with the 115-kilovolt electric transmission system.

    Red Bluff Considers Tesla Battery Backup (Ind. Report)

    In the Golden State, the Red Bluff City Council is reportedly considering allowing Tesla to install battery banks at the Red Bluff Waste Water Treatment Plant that could save the city just over $600,000 over 10 years in electricity costs.

    Tesla's proposal would install a 1,624 kWh battery at the wastewater treatment plant at no cost to the city. This battery would have an average duration of 4.5 hours with a fully charged period of 9 hours in the case of a power outage. The project would qualify for California Public Utilities Commission Equity Resilience Self-Generation Incentive Program rebates for installing energy storage technology for both residential and non-residential facilities.     The Vermont Public Utility Commission approved two new home battery power backup programs proposed by Green Mountain Power (GMP) -- the Tesla Powerwall and a home owner supplied devise.

    The home owner supplied devise tariff program, which was developed in partnership with solar companies and Renewable Energy Vermont (REV), offers up to $10,500 in upfront incentives to customers purchasing their own batteries through local installers. At least 500 customers can enroll each year, up to five MW of stored energy annually.

    With the Tesla Powerwall tariff program, customers can pay $55 per month for two Powerwall batteries in a 10-year lease, which covers standard installation and an optional five more years at no additional cost, or pay $5,500 upfront. Program participants agree to share their stored energy with GMP during peak energy use times, which lowers costs for all GMP customers.     GMP Expanding Home Battery Energy Storage Pilot (Ind. Report)

    Vermont's largest electric utility, Green Mountain Power (GMP) wants to turn its pioneering home battery storage pilot programs into permanent and has filed proposals with the state's PUC for two new tariffs -- one for utility-owned batteries and one for customer-owned batteries.

    The energy storage tariff would allow customers to lease Tesla Powerwall batteries from GMP and pay either a one-time, upfront fee or a monthly payment. The customer-owned tariff would see the customer lease or purchase a battery from a range of approved providers. The proposed tariffs are extensions of two successful pilot programs that included electric vehicle chargers.

    Tesla Ready to Rent Residential Rooftop Solar Arrays (Ind. Report)

    Tesla announced through a series of tweets byTesla CEO Elon Musk, using social media as his messenger, has re-launched its Tesla Solar business by offering "cookie-cutter" solar systems to rent in Arizona, California, Connecticut, Massachusetts, New Jersey and New Mexico. The rental options range from roughly $65 to $195 per month the following sized unites: Small -- 3.8 kW, ideal for a 1,000- to 2,000-sq-ft home; Medium -- 7.6 kW, ideal for a 2,000- to 3,000-sq-ft home; and Large -- 11.4 kW, ideal for a 3,000+-sq-ft home.

    There is no upfront installation cost, no long-term contract, and the monthly rental payment can be canceled at any time. If homeowners want to remove the rented solar system, it will cost $1,500. There is no specification of what happens to the system if homeowners don't want to remove it but also don't want to pay the monthly rental fee.     Tesla Powerwall, Powerpack Q2 Installations Up 81 pct (Ind. Report)

    Tesla is reporting the deployment of its Powerwall and Powerpack energy storage systems grew by 81 pct to 415 MWh during Q2 compared to Q1 this year. Powerwalls are now installed in over 50,000 sites, Tesla said.
