PacifiCorp is seeking proposals for competitively priced resources capable of interconnecting with or delivering to PacifiCorp's transmission system in its east or west balancing authority areas (PACE and PACW, respectively). The 2020AS RFP will consider both build-transfer and power purchase agreement bids that can achieve commercial operation by December 31, 2024. In addition, PacifiCorp will accept bids from long-lead time pumped storage hydro resources requiring longer lead time to develop and construct that places the project completion beyond December 31, 2024. The company will not be submitting any self-build (benchmark) resources in the 2020AS RFP.
PacifiCorp Transmission has replaced its existing "serial queue" interconnection study process with a "first-ready, first-served, cluster" interconnection study approach as approved by the Federal Energy Regulatory Commission (FERC) on May 12, 2020 and set forth in its Open Access Transmission Tariff (OATT). The 2020AS RFP conforms to PacifiCorp Transmission interconnection queue reform including its transition interconnection cluster study process and schedule. As such, potential bidders should review and clearly understand PacifiCorp Transmission's interconnection queue reform process, specifically the transition cluster study process, eligibility criteria, and timeline which plays an important role in the 2020AS RFP. EWEB operated the facility for two decades and acknowledge a loss on the sale. EWEB originally invested $13 million in the $60 million wind farm which cost the utility $880,900 per year to maintain and operate the wind farm.
As previously reported, PacifiCorp plans to upgrade the 41.4-MW wind farm by replacing the facility's original 68, 600-kilowatt wind turbines with 13 new, state-of-the-art units.

The projects include the Ekola and TB Flats I & II wind farms in Wyoming's Carbon County and the Cedar Springs wind park in Converse County, totaling 1,150 MW.

The initiative calls for construction of three new wind farms in Wyoming totaling 1,150 MW, the addition of a new 140-mile high-voltage transmission line in the same state, and the repowering of 900 MW of existing wind parks in Wyoming and Washington States.
Portland, Oregon-based PacifiCorp has received favourable orders for the plan from the Idaho Public Utilities Commission and the Utah Public Service Commission. Wyoming issued its conditional Certificates of Public Convenience and Necessity in April. Oregon and Washington have come out in support of the plan, which is still pending acquisition of remaining rights of way,permitting and execution of final contracts.
Construction and commissioning, as well as the repowering work, slated for 2019. The new wind farms and the transmission line are expected to be completed in 2020.
