Orix Acquires IL&FS' Wind Energy Business (M&A, Int'l. Report)

Following up on our 20th May, 2019 coverage, Mumbai-based Infrastructure Leasing & Financial Services (IL&FS) is reporting the sale of its IL&FS Wind Power Services Ltd (IWPSL) wind energy business to its Japanese partner Orix Corporation for roughly $790,000.

IWPSL, a wholly-owned subsidiary of IL&FS Energy Development Company Ltd, provides supervisory and management support services to seven firms -- Lalpur Wind Energy Pvt. Ltd, Etesian Urja Ltd, Khandke Wind Energy Pvt. Ltd, Retadi Wind Power Ltd, Wind Urja India Pvt. Ltd, Tadas Wind Energy Pvt. Ltd and Kaze Energy Ltd. -- that own and operate wind power generating assets. Orix holds a 49 pct stake in each of seven operating wind energy units of IL&FS. Bioenergy 10 pct of World Total Primary Energy Supply (Int'l. Report)

Modern bioenergy is an important source of renewable energy, its contribution to final energy demand across all sectors is five times higher than wind and solar PV combined, even when the traditional use of biomass is excluded . In recent years, bioenergy for electricity and transport biofuels has been growing quickly, mainly due to higher levels of policy support. However, the heating sector remains the largest source of bioenergy.

Modern bioenergy does not include the traditional use of biomass in developing countries and emerging economies for cooking and heating, using inefficient open fires or simple cook stoves, which has impacts on human health and the environment. OSU Releases Path to Carbon Neutrality Plan (Ind. Report)

In Columbus, The Ohio State University (OSU) has released a plan to slash its carbon emissions in half within this decade, accelerating the university's ability to achieve full carbon neutrality by 2050.

In 2008, Ohio State established the goal to achieve carbon neutrality by 2050 through the Presidents' Climate Leadership Commitment. The university released its first Climate Action Plan in 2011 outlining actions the university could take to advance the carbon neutrality goal. As a result of those and other actions, through the 2019 fiscal year, the university decreased its carbon emissions by over 15 pct while still increasing the amount of built space by nearly 11 pct. The new Action Plan calls for:

  • Improving building energy efficiency;

  • Revising the university's Green Build and Energy Policy to more effectively control energy use as the university continues to grow and update its building spaces;

  • Extend on-campus solar PV and any future feasible technology for increased renewable power generation capacity;

  • Completing the existing university Green Fleet Action Plan and consider a future fuel switch from compressed natural gas to green hydrogen or renewable natural gas.

  • Create new incentives to reduce the impact of driving to and from campus, including expanding campus user access to electric vehicle fueling stations.

    This pace of activity is more aggressive than the International Panel on Climate Change's recommended carbon emission reductions necessary to avoid the most acute human impacts of climate change.

  • Indian Floating Solar Project Bid Dates Extended (Int'l Report)

    The Solar Energy Corporation of India (SECI) has extended the last date submit bids for 4 MW of grid-connected floating solar power projects with 2 MW of battery energy storage systems (BESS). The projects will be developed at Kalpong Dam, Diglipur, North Andaman. The new deadline is May 4, 2020.

    The scope of work includes the design, engineering, manufacture, dispatch, transportation, and storage of all equipment and materials such as the adequate capacity of solar PV modules with suitable ratings -- International Electrotechnical Commission or Bureau of Indian Standards (BIS) standards.

    The projects will be developed on a build-operate-own (BOO) basis and should achieve financial closure within a year from the effective date of the power purchase agreement (PPA) and commissioned within 18 months.     In the Golden State, the City Center Bishop Ranch retail center in San Ramon reports receipt of US Green Building Council LEED Platinum certification for energy efficiency. LEED qualifying features, programs and improvements include:
  • Promoting water efficiency and biodiversity by planting drought-tolerant and native plants throughout the center's landscaping and using reclaimed water for all landscaping.

  • Installing water-efficient fixtures that allow the center to use 36 pct less water indoors than typical buildings of the same size.

  • Reducing energy use by 48 pct compared to typical outdoor lifestyle/retail buildings of the same size -- equal to 1,112 metric tpy of greenhouse gas emissions.

  • Acquiring 25 pct of the building's energy from a solar PV array.

  • Diverting 98 pct of the center's construction and demolition waste from landfills through recycling or salvaging and using regionally sourced and recycled materials used in construction.

    Trina Solar Touting Vertex Modules (Int'l. Report)

    Seychelles Floating Solar Project Construction Underway (Int'l.)

    French Independent Power Producer QAIR (fka Quadran International) is reporting construction is underway on its Providence floating solar power plant project in Seychelles -- an archipelago of 115 islands in the Indian Ocean .

    The floating photovoltaic (PV) plant will incorporate 13,500 PV modules and generate 5.8-MW of power -- roughly 2 pct of Seychelles' national power production. It will also be the world's largest salt water floating solar farm. The project's power output is expected to be purchased by the Public Utilities Corporation under a 25-year PPA.

    NSW Announces 17.7GW Green Energy Drive (Int'l. Report)

    In the Land Down Under, the state government of New South Wales (NSW) reports it will deploy 17.7GW of solar, wind and storage over the next decade, to replace fossil fuel fired power generators and hit net-zero emissions by 2050.

    According to the NSW's Net Zero Plan Stage 1: 2020-2030 comprehensive roadmap, three previously identified rural renewables zones could spur AU$23 billion ($14.1 billion) of private sector investment.

    The NSW state government and Australian federal governments have committed to invest almost AU$2 billion ($1.21 billion) in renewable energy and energy efficiency projects over the next ten years, according to the Ministry release.     Oman PV Power Plant Announces Financial Closure (Int'l. Report)

    Chinese 2019 Wind, Solar Generation Tops 400 billion kwh (Int'l.)

    According to the China National Energy Administration, in 2019 China's wind power generation capacity exceeded 400 billion kilowatt-hours (kwh) for the first time, reaching 405.7 billion kwh, almost quadruple the amount produced by the Three Gorges Hydropower Station in the same year.

    Meanwhile, China's photovoltaic power generation capacity reached 224.3 billion kwh, a year-on-year growth of 26.3 pct while China's PV products exports grew 29 pct to $20.78 billion for a year-on-year growth of 29 percent and the second highest in history.     UK infrastructure giant John Laing is quitting the standalone solar and wind markets, citing "industry-wide issues" and renewable energy write-downs and falling power prices.

    Tropical Forests Losing Ability to Absorb Carbon (Study Attached)

    The recently released attached study notes the Amazon and other tropical forests losing their "carbon sink" capabilities and could turn into a source of CO2 in atmosphere by next decade. owing to the damage caused by loggers and farming interests and the impacts of the climate crisis. In that event, the impact of climate change is likely to become much more severe and the world will have to cut its carbon emissions even faster than presently outlined under the Paris Climate Agreement.

    The study, published on Wednesday in the journal Nature, tracked 300,000 trees over 30 years, providing the first large-scale evidence of the decline in carbon uptake by the world's tropical forests. The researchers combined data from two large research networks of forest observations in Africa and the Amazon, as well as years spent traveling to remote field sites

    Solar Workgroup of SW Virginia Seeks Solar RFPs (Ind. Report)

    The Solar Workgroup of Southwest Virginia reports it is seeking RfPs for partnership in the Southwest Virginia 2020 Residential Solarize Program. The program will provide solar installation services for homeowners, small businesses and farms in the seven-county coalfield region of Southwest Virginia.

    The Rfp is seeking proposals for a solar developer to conduct assessments for at least 100 homeowners who have already signed up for the program, as well as homeowners who continue to sign up through the program period.

    The program is being launched after eight Southwest Virginia -- Central Appalachia -- communities were designated under the national SolSmart program for encouraging the growth of local solar energy markets.     Naturgy Commissions 24-MW Spanish Wind Farm (Int'l. Report)

    Madrid-based Naturgy Energy Group SA reports its 24-MW Parque Eolico Frescano wind farm in the aautonomous community of Aragon, Spain is now fully operational.

    The € 25 million ($27.1 million), 7-turbine installation is expected to generate sufficient electric power for 30,000 homes and avoid around 63,157 tpy of pollutant and greenhouse gas emissions.

    Tenders Sought for 400MWp Moroccan Solar Power Projects (Int'l.)

    In Rabat, he Moroccan Agency for Sustainable Energy (MASEN) reports the release of a Call for Tenders from independent power producers (IPPs) for the construction of several photovoltaic solar power plants to produce 400 MWp.

    The tendered solar power plants, as part of Phase I of the Noor PV II Multi-Site Solar Programme, will include both photovoltaic (PV) and concentrated solar power (CSP) technologies to produce 800 MW with a storage capacity of 5 hours.

    At least nine sites have been pre-selected for the implementation of the first phase of the Noor PV II Multi-Site Solar Programme. Expressions of interest are due before the month end.     US DOE Offering $125.5 Mn for Solar R&D Initiatives (Funding)

    The US DOE is reporting the availability of as much as $125.5 million financing for research and development projects focused on reducing the cost and enhancing the cooperativeness of domestic solar energy.

    Of the total, $39 million is earmarked for one or two projects seeking to develop a test site to speed up the commercialization of supercritical carbon dioxide power cycles used by concentrated solar power (CSP) plants. Up to 11 projects will qualify for a total of $30 million for developing community microgrids and boosting the cybersecurity for solar inverters and power plants.

    An additional $15 million will be shared by between * and 12 projects aimed at prolonging the lifespan of PV systems and cut hardware costs for plants using traditional silicon solar cells, as well as thin-film, tandem and perovskite cells. Innovative solar manufacturing projects, emerging technologies, solar farm siting and artificial intelligence applications for the solar sector will also qualify for funding under this offering.     GE Developing Advanced PV Inverter Technology (Ind. Report, R&D)

    GE Research, the central technology development arm for the General Electric Company is reporting receipt of $4.2 million in funding from the U.S. DOE Solar Energy Technologies Office (SETO) to help develop and deploy advanced grid-forming photovoltaic (PV) inverter control technologies to support higher amounts of solar power on the grid. GE will contribute $1.4 million to the project.

    The development of "grid-forming" controls will allow wind and solar inverters to form voltage and frequency levels like traditional generators, creating an opportunity for greater and more resilient integration of these resources into the grid.     Lightsource BP Orders 1.2 GW of Canadian Solar Modules (Int'l.)

    UK oil and gas giant BP-backed Lightsource BP reports ordering 1.2 GW of Guelph, Ontario-based Canadian Solar Solutions Inc. modules for various, un-named photovoltaic (PV) projects in the US and Australia.

    The order calls for the delivery of bifacial polycrystalline PERC modules, of the BiHiKu (CS3W-PB-AG) type, which, according to Canadian Solar, enhance power production when installed in a limited area and "dramatically" cut the levelised cost of electricity (LCOE) of the solar plant. The high-power HiKu (CS3W-P) modules are also part of the deal.

    BP acquired a 43 pct stake equity share in Lightsource Renewable Energy in 2017 for $200 million over three years, and the company was then relabeled Lightsource BP.     Total, Marubeni to Develop Qatar Solar Plant (Int'l. Report)

    The Paris-headquartered energy giant Toal reports it is partnering with Japan's Marubeni Corp to develop the $500 million, 800 MW Al Kharsaah Solar PV IPP plant west of Doha, Qatar. Total will hold 49 pct and Marubini 51 pct.

    Qatar's first large-scale solar power plant, Al Kharsaah , will incorporate 2 million bifacial solar modules with trackers and is expected to initially come online in 2021 before reaching its full capacity in 2022.

    Iberdrola Advancing 320-MW Aussie Solar-Wind Project (Int'l.)

    Canada's Largest Solar Project Set for Groundbreaking (ind. Report)

    EBRD Loans €45Mn for Moroccan Hybrid Solar Project (Int'l.)

    In London, the European Bank for Reconstruction and Development (EBRD) is reporting it will loan €45Mn for the development of the Noor Midelt I hybrid solar project in central Morocco.

    The Abu Dhabi Future Energy Company (Masdar), a member of the consortium developing the project, owns 30 pct of the project and guarantees the EBRD loan. Other consortium members include: EDF Renouvelables which holds 35 pct of the project and the Moroccan company Green of Africa with 10 pct; Moroccan Sustainable Energy Agency (Masen) owns the remaining 25 pct of the Noor Midelt I hybrid solar project. The Noor Midelt I power plant will combine PV solar energy and concentrated solar energy.

The three new projects include:

    Ellomay Announces PV Dev. Framework Agreement (Ind. Report)

    Tel-Aviv-based Ellomay Capital Ltd., a renewable energy and power generator and developer of renewable energy and power projects in Europe and Israel, is reporting a Framework Agreement between its wholly-owned subsidiary, Ellomay Luxemburg Holdings and an established and experienced European developer and contractor.

    Under the agreement, the developer will scout and develop photovoltaic greenfield projects in Italy with the aim of reaching an aggregate authorized capacity of at least 250 MW over a three-year period. The Developer is currently in various advanced development stages of projects in an aggregate capacity of approximately 100 MW. It is currently estimated by the Developer that projects with an aggregate capacity of approximately 70 MW will achieve "ready to build" status by the end of 2020.

    Renewables Supply Near Half German Power Consumption (Int'l.)

    Data from the Stuttgart, Germany-based Centre for Solar Energy and Hydrogen Research Baden-Wurttemberg (ZSW) and the German Association of Energy and Water Management (BDEW) is suggesting that if wind and solar energy yields in Q4 this year equal the average of the last few years, renewable energy could amount to 42 pct of the country's energy consumption in 2019 -- a nearly 5 pct increase over the same period in 2018 (38.1 pct).

    The data noted that solar, wind and other renewable sources generated around 183 billion kWh of electricity in the first three quarters of 2019. Renewables accounted for nearly 50 per cent more energy production than lignite and bituminous coal, which contributed 125 billion kWh to the total. Onshore wind power remained the leading source of renewable energy in the period under review with nearly 72 billion kWh followed by PV at 41 billion kWh.     DOI Announces $5Mn for US Territories Energy Efficiency (Funding)

    U.S. Department of the Interior (DOI) is reporting over $5 million in fiscal year 2019 funding under the Energizing Insular Communities (EIC) program to support a variety of energy retrofitting and efficiency projects that are estimated to provide thousands in savings for the residents of the U.S. territories of American Samoa, Guam, the Commonwealth of the Northern Mariana Islands (CNMI) and the U.S. Virgin Islands.

    The Energizing Insular Communities grants for energy efficiency and related projects are going to:

  • American Samoa Power Authority -- $1,876,325 to conduct a retrofit and replacement of all 5,792 high pressure sodium street lights in the territory with LED fixtures over the next two years for an expected annual savings of $347,233.26 in electricity .

  • Commonwealth of the Northern Mariana Islands -- $785,000 for LED light systems on public buildings and pathways on the island of Tinian.

  • The Rota Commonwealth Utility Corporation -- $222,988 for a feasibility study for a 2 mw battery energy storage system and $160,000 to provide a PV system for the Rota aquaponics program site.

  • Commonwealth of the Northern Mariana Islands (CNMI) -- and $152,393 for professional services to update the CNMI's Strategic Energy Plan, last published in 2013. The Strategic Energy Plan, once updated, will continue to guide CNMI's overall efforts to reduce costs of energy in the territory and explore the best options for energy production in the territory.

  • Guam Power Authority -- $1,729,815 -- $620,428 to install solar arrays estimated to produce 93,072 kilowatt hours per year, which represents four percent of GPA's annual energy consumption, and roughly $36,000 in annual savings.

  • Bringing Energy Savings To Schools Program -- $586,771 for an LED lighting retrofit at the Agueda I. Johnston Middle School. The program is a collaborative effort between the Guam Power Authority and the Guam Department of Education to find ways to reduce costs of energy consumption at Guam’s public schools. Once the retrofit is completed, Johnston Middle School is expected to realize an annual savings of $49,763 in utility costs. An additional $522,616 to fund a LED lighting retrofit at the Maria A. Ulloa Elementary School which is expected to contribute to $38,946 in annual savings for the school.

  • U.S. Virgin Islands Energy Office -- $625,500 for the design, material procurement, and installation of a solar plus-storage micro-grid pilot project at the St. Croix Educational Complex's emergency hurricane shelter.

    China's fourth largest solar cell manufacturer, Run Sunshine Technology (Runergy) reports construction of a new, $424 million monocrystalline PERC cell production line is underway in Yancheng city, 200km north of the companys Suzhou headquarters in Jiangsu province. When fully operational, the new line will increase the company's annual cell production capacity by 6 GW.

    The first 3 GW phase of the Yancheng facility is expected to begin production across 11 lines around June, 2020. Construction on a second 3 GW phase will commence one year later with the total 6 GW facility planned for completion within three years.     IEA Projects Offshore Wind Growth to $1Tn Bus. (Int'l Report)

    The International Energy Agency (IEA) is reporting steep cost reductions and improved technology could make offshore wind central to the world's green energy power supply. Offshore wind could also be crucial to limiting temperature rise to below two degrees Celsius this century, and the avoidance of five to seven billion tonnes of CO2 emissions from the power sector globally.

    Offshore wind presently accounts for only 0.3 percent of global electricity generation, according to the IEA. Based on current and proposed policies, capacity is set to increase 15-fold over the next two decades, turning wind power into a $1 trillion business, according to the IEA.

    In Europe, offshore wind will soon beat new natural gas-fired capacity on cost and be on a par with solar PV and onshore wind. The UK today has the biggest capacity for wind power, but China is likely to have the largest offshore wind fleet by 2025.     Acciona, Tenaska Ink 4-GW U.S. Solar, Storage Deal (M&A)

    Madrid-based Acciona Energia SA reports an agreement under which Omaha, Nebraska-based energy company Tenaska will acquire 3,000 MW of utility-scale solar photovoltaic (PV) projects and a 1-GW battery storage development portfolio of 20 U.S. projects in Pennsylvania, Ohio, Kentucky, Illinois, Kansas, Oklahoma and Missouri, within the area of the PJM Interconnection and Southwest Power Pool (SPP) transmission markets.

    Acciona plans to commission the first eight projects, with some 1,200 MW of rated capacity, before the end of 2023. Tenaska, through its solar unit Tenaska Solar Ventures, will work with Acciona to finalize the development of the projects.

    Presently, Acciona has over 1,245 MW of wind power assets installed or under construction in North America, and owns and operates a concentrated solar power (CSP) plant near Las Vegas.
