Among other recommendations, the Governor's Council on Biofuels is calling for a state low-carbon fuel standard, the use of biofuels in state fleet vehicles, increased funding for the AGRI Bioincentive Program to provide a stable market and pathway for biofuels development, and the establishment of an Advanced Biofuels Taskforce to provide further recommendations for legislative or administrative state policy aimed at developing Minnesota's cellulosic natural resources to lower the carbon intensity of energy use in transportation.

Through a three-year grant from the U.S. DOE EERE, the research team, led by Assistant Professor Jian Shi, will work to identify the reasons behind the sulfur variability in pine feedstocks by studying byproducts collected from across the nation. The research aims to better understand how sulfur accumulates in biofuel feedstocks, what happens to the sulfur during thermochemical conversion and how to remove sulfur and improve gasification.
With the DOE grant and cost-share dollars from universities and the industry, the project will total more than $2 million. Partners include researchers from UK's Center for Applied Energy Research, Kansas State University, Idaho National Laboratory, Mississippi State University and Red Rock Biofuels.

In her comments, Skor argued that biofuels like ethanol play a critical role in achieving the USDA's goals and called for building on current investments to expand renewable fuels role in the nation's transportation infrastructure. "Supporting programs like the Renewable Fuel Standard (RFS) and initiatives to expand access to higher biofuel blends like E15, E30, and E85 can build on biofuels' environmental progress and expand the market for American agriculture,", said Skor. "Greenpeace recently obtained leaked strategy documents advising industry to push back against measures such as the federal clean fuel standard that prompts a switch to low-carbon fuels by setting limits on greenhouse-gas emissions from fossil fuels. To meet it, fossil-fuel suppliers can buy or generate credits by offering low-carbon alternatives, like biofuels from waste organics or electric-vehicle charging stations. The clean-fuel-credit market is expected to attract investment in low-carbon fuel production and distribution in Canada.
"It's a smart move as the government looks to support economic recovery. Clean-fuels investments generate employment. Clean Energy Canada estimates the regulation could spur the need for up to 31,000 skilled workers to build, operate, and supply new facilities.
Navigator, the PR firm engaged to develop an action plan to counter the clean-fuel standard, advises its unnamed clients to use a "counter-punch strategy" -- to pay lip service to government's climate agenda, wait for the clean-fuel-standard announcement, then orchestrate a hard push-back. Part of the scheme is to convince Canadians that "fighting climate change is a losing battle" by arguing action is too costly. It's dishonest. Energy companies -- and the politicians they're seeking to influence -- know Canada must decarbonize the fuel supply to reduce GHG emissions.
"All the major federal political parties have pledged to meet or exceed Canada's 2030 targets. The clean-fuel standard is projected to reduce annual GHG emissions by 30 million tonnes by 2030 -- equivalent to taking 7 million cars off the road and accounts for 15 pct of Canada's current emissions-reduction target -- more than can be achieved with any other single climate-policy instrument.
"B.C.'s (British Columbia) low-carbon fuel requirement has been in place since 2010 and is credited with delivering one-quarter of B.C.'s emissions reductions between 2007 and 2012 with limited impacts to consumers' pocketbooks. As part of its CleanBC plan, the province recently announced further reductions to the carbon intensity of transportation fuels over the next decade using this instrument. California, Oregon, and the EU have parallel policies. Their experience shows that a clean-fuel standard can reduce emissions, drive innovation, and increase renewable alternatives availability.
"Too often, industry opposition to environmental policies isn't driven by facts but by vested interests. Climate action is in everyone's interest. Government must stand firm on the policies needed to achieve timely emissions reductions. The sooner Canada adopts its clean fuel standard, the better."

Feedstock growers typically look at how many trees they can plant per acre rather than the quality and volume of fuel those trees will produce. To address the issue, the researchers analyzed 900 samples of black cottonwood trees -- a type of fast-growing poplar -- grown in Oregon to determine how variations in their size and composition affect feedstock quality and biorefinery economics.
The researh found the amount of fuel produced per-acre per-year and the minimum fuel selling price(MFSP) are most strongly connected to the size of a tree. Since a farmer would only plant the biggest and fastest growing trees, the researchers examined those and found that the size and sugar content in those trees were of nearly identical importance to the MFSP.

Domesticated, commercially grown pennycress could be grown as a cold-resistant, high-yield oilseed crop across the central United States, where nearly 80 million acres of land devoted to corn and soybeans sit dormant in the winter months.
This research has been ongoing for 10 years with the latest grant awarded in 2020. Illinois State researchers are currently working under the umbrella of the Integrated Pennycress Research Enabling Farm and Energy Resilience (IPREFER) program with colleagues at Western Illinois University, the University of Minnesota, The Ohio State University, the University of Wisconsin-Platteville, and the St. Louis-based crop development company CoverCress Inc.

"Climate change is one of the biggest challenges of our time. As the planet heats up, our weather becomes wilder, warmer, windier and wetter, putting communities under pressure as sources of food, fresh water and energy are threatened.
"Climate change threatens our security. So NATO must do more to fully understand and integrate climate change into all aspects of our work, from our military planning to how we exercise and train our armed forces. Climate change also makes it harder for NATO troops to keep people safe. Our soldiers work in some of the most difficult environments on earth. For example, NATO's training mission in Iraq where, this summer, temperatures regularly exceeded 50 degrees. It is essential that we adapt to this new reality. That means better combat gear, vehicles and infrastructure. And it means explicitly including climate change in NATO's work to improve the resilience of Allies and partners, something that we have been doing for decades in areas like infrastructure.
"NATO and its member countries also have a responsibility to help reduce climate change by producing fewer emissions without compromising our core tasks. We have long focused on fuel efficiency to improve our military effectiveness. Reducing our dependency on fossil fuels, for instance by using solar panels to power military camps, will not just help combat climate change, it can make our troops and equipment more secure, by improving our ability to operate independently and flexibly.
"Members of the NATO Alliance are taking a lead with plans to cut emissions from our armed forces through initiatives such as using biofuels, developing hybrid vehicles and improving the energy efficiency of bases and other infrastructure.
"As many countries increasingly plan to reach net-zero emissions by 2050, NATO can also do more to help our armed forces contribute to this goal. It is time for NATO to raise its ambition and help drive down emissions. A first step could be to help our members measure their military emissions. The next step could be to agree voluntary cuts in their carbon emissions.
"Climate change is making the world more dangerous. NATO's task is to preserve peace and keep us safe. So to fulfill our main responsibility, NATO must help to curb climate change for our security today and for the security of future generations." As part of Sweden's target to be fossil-free by 2040, the Swedish Government on September 11 announced its intention to introduce a greenhouse gas reduction mandate for aviation fuel. The mandated reduction level is expected to be 0.8 pct in 2021 increasing to 27 pct by 2030, with most of the savings expected to come from the use of SAF.
As previously reported, Norway announced it would introduce a 0.5 pct biofuel blending mandate leading to a 30 pct share of biofuels in the aviation sector by 2030.
GEVO notes its SAF product is approved for use in commerce and has already been used to power numerous commercial flights. The company says it "looks forward to increasing its SAF production to help countries like Sweden and Norway in the battle to reduce Greenhouse gas emissions." The ambitious target now set by the Swedish government is an example others should follow in order to support the aviation industry in meeting its emission reduction targets. It also creates the necessary certainty for sustainable aviation fuel producers to invest in increasing the production", says Neste VP for Renewable Aviation Europe, Jonathan Wood.
Earlier this year, Norway introduced a 0.5 pct biofuel blending mandate. There will be enough capacity on the market to supply the anticipated volumes of sustainable aviation fuel to Sweden and Norway. Neste is already producing commercial scale volumes of Neste MY Sustainable Aviation Fuel™, refined from renewable waste and residue raw materials. In its neat form and over the lifecycle, the fuel can reduce up to 80 pct of greenhouse gas emissions compared to fossil jet fuel, according to Neste.
Neste's sustainable aviation fuel capacity is currently 100,000 tpy. With Neste's Singapore refinery expansion on the way and possible additional investment in the Neste Rotterdam refinery, Neste will have the capacity to produce some 1.5 million tpy of sustainable aviation fuel by 2023.
The global aviation industry has set ambitious targets to mitigate greenhouse gas emissions from air transport, including carbon-neutral growth from 2020 and beyond, and a 50 pct reduction of net aviation carbon emissions by 2050. Aviation needs multiple solutions for reducing greenhouse gas emissions. Currently, sustainable aviation fuels offer the only viable alternative to fossil fuels for powering aircrafts, according to the Neste release.
